The study of misallocation has become an important branch of microeconomics.Since the concept was born,it has attracted the attention of scholars all over the world.The obstruction of resource misallocation and economic growth has become a serious problem.Research on the misallocation of resources helps people better understand the process of economic growth.In particular,it can help countries,especially developing countries,identify the causes of economic stagnation and discover growth drivers.This provides a reliable and realistic basis for formulating corresponding industrial policies.Chinese special economic development process has caused Chinese resource misallocations to be more serious than mature market economy countries.The main source of these misallocations is the existence of unreasonable industrial structure.As industrial agglomeration is an effective form of industrial organization,it is the focus of this study that whether it can effectively exert its economies of scale effect,optimize the allocation of resources,and avoid more serious resource misallocations caused by diseconomies of scale.Based on the existing research,this paper takes “Study of Industrial Agglomeration Improving Misallocation of Resource” as the title,trying to analyze the effect of industrial agglomeration on the misallocation of resources.To optimize the industrial structure and crack the misallocation of resources in the“three-stage superposition” of China,the excess production capacity will be resolved and supply-side structural adjustment will be implemented.Ultimately,it will provide guidance for accelerating the transformation of economic development and adjusting economic structure.The research of this paper is divided into eight chapters.The first chapter is the introduction,introduces the background and significance of the research,explains the main concepts involved in the article,and explains the structure and possible innovation of the article.The second chapter is literature review,combing domestic and international pre-researches and latest developments concerning industry agglomeration and resource misallocation.This provides experience for industry agglomeration to study the effect of resource misallocation improvement.The third chapter introduces the theoretical model.This section constructs a theoretical framework of resource misallocation including industrial agglomeration factors,and calculates the resource misallocation index and other variables.The fourth chapter is the analysis of the resource misallocation effect of industrial agglomeration.Based on the theoretical model,this section empirically analyzes the improvement effect of resource misallocation and industrial agglomeration from two perspectives.The fifth chapter analyzes the effects of policies,and analyzes the effect of the synergies between policies and industrial agglomeration on the improvement of resource misallocation through empirical analysis.The sixth chapter proposes countermeasures,and summarizes the effects of industrial agglomeration and government policies to generate a diamond model by summarizing the empirical findings of previous chapters.In Chapter seven,for the sake of research,this paper puts forward the prospect of future research on the basis of further clarifying the context of the full-text analysis.The main findings of this paper are as follows:(1)The theoretical model study found that industrial agglomeration plays a good role in improving the allocation of labor,but when the labor force is over-configured,it will aggravate the misallocation.The initial stage of industrial agglomeration has aggravated the over-allocation of capital,but with the deepening of the degree of industrial agglomeration,it can play an improvement role until the capital allocation is changed from excessive to insufficient.At this time,industrial agglomeration cannot improve the inadequacy of capital allocation.(2)The misallocation index calculation results show that there is a huge disparity in the degree of incompatibility misallocation in various industries.The capital allocation in traditional capital-intensive industries is excessive and the labor force allocation is seriously insufficient,while knowledge-intensive industries with higher technical requirements show capital.The configuration is seriously inadequate and the labor force is relatively redundant.The calculation results by region show that the situation of insufficient capital allocation in the eastern region is more serious than that in the central and western regions,and the labor shortage allocation index in the eastern region is also higher than the other two regions.(3)Empirical research shows that,consistent with the theoretical model conclusions,industrial agglomeration can improve the overall capital allocation.The elasticity coefficient is-0.0113.For labor misallocation,industrial agglomeration has a widespread over-utilization of Chinese current labor force.The situation does not produce an improvement effect,and the exacerbation effect is obvious,and the elastic coefficient reaches 0.0541.The results of the regressions by region show that the improvement of industrial concentration has a greater effect on the improvement of the central and western regions,and the effect of industrial agglomeration in the eastern region is similar to that of the whole industry.(4)The regression of different types of connotation resources indicate that when capital and labor allocations are insufficient,industrial agglomeration cannot improve resource misallocation;when the capital allocation is insufficient and labor force is over-allocated,the resource misallocation effect of industrial agglomeration is also positive;when the capital and labor force allocation are excessive,the resource misallocation effect of industrial agglomeration is negative;when the resources are over-allocation and the labor force allocation is insufficient,industrial agglomeration can play a role in improving the resource misallocation.(5)The results of the threshold regression indicate that Chinese industrial agglomeration can be divided into four stages by three thresholds: agglomeration budding(ln HHI<=1.941).At this time,industrial agglomeration can effectively improve resource misallocation and agglomeration(1.941 <ln HHI<=2.588),at this time,industrial agglomeration is not conducive to the improvement of resource misallocations and agglomeration maturity period(2.588<ln HHI<=4.203),and industrial agglomeration has begun to show an improvement effect on resource misallocations and agglomeration(ln HHI>4.203),Industrial agglomeration has become an effective resource misallocation improvement method.(6)The results of cluster analysis show that 16 types can be divided into three categories,,configuration type,configuration improvement type,and configuration deterioration type.Among them,the number of configuration improved industries is the largest,and industrial agglomeration can produce-0.0119.The improvement effect.However,it will aggravate the problem of misallocation of resources in deteriorating industries,with a coefficient elasticity of 0.3835.The improvement effect on properly configured industries is mainly achieved through the improvement of total factor productivity and the sublimation of regional development.(7)The impact of government policies empirical analysis shows that the concentration of industrial policies is more conducive to filling the capital and labor gaps,and that the types of misalignment of other resources are weak.However,once the industrial agglomerations are combined,they can effectively improve resource misallocations.Regional centralized policies can improve the misallocation of most kind of resources,but the synergy effect with industrial agglomeration is not good.(8)Combine resource misallocation related policies and industrial agglomeration to form a policy diamond model.The policy diamond model consists of four core factors: regional differentiation policy,agglomeration phase differentiation policy,industrial differentiation policy,capital and labor-related policies,industrial agglomeration as the core link,and the combination of opportunity and macro planning.The role of policies plays a leading role,a parallel role,and a supplementary role.Industrial agglomeration is the core aid and they work together to improve the misallocation of resources.
