A Research On The Selection And Cultivation Of Industry In Small Town Of Guanzhong Region In Shaanxi Province

China’s urbanization development has entered a critical period of transformation from high speed to high quality development.With the emergence of more and more urban problems in big cities,it is of great significance to the development of small towns,rural revitalization,in-place urbanization and urban-rural integrated development.On the one hand,the development of small towns is conducive to absorbing the rich rural labor force nearby,realizing the local urbanization of population,and alleviating the pressure of large and medium-sized cities.On the other hand,it will help promote the concentrated and intensive management of rural land,create conditions for the efficient utilization of agricultural resources and the development of modern agriculture,and thus promote rural revitalization and the coordinated development of urban and rural areas.The key to the development of small towns is to cultivate characteristic non-agricultural industries according to local conditions,drive non-agricultural population aggregation through non-agricultural industry aggregation,and realize urban development through non-agricultural industry development and population aggregation.The economy of Guanzhong region in Shaanxi province is underdeveloped,and the development conditions of small towns are not as good as those in the eastern region.The economic foundation is weak,and the location conditions and infrastructure are relatively backward.Therefore,starting from the actual conditions and development needs in the Guanzhong region of Shaanxi province,to promote the development of small towns,must explore characteristic resources,and choose characteristics industry which can survived in the fierce competition of market and development,and through scientific industry cultivation mode and implementation measures,construct production-city-fusion and development of small towns and linkage development between urban and rural areas in situ urbanization pattern.Small towns based on the above understanding,this article taking of the Guanzhong region industry selection and cultivation as the research subject,analysis the relationship between small towns and the characteristic industry development,and the industry development characteristics of small towns in Guanzhong resources condition and market environment for the development of non-agricultural industries,and research and determine the small cities and towns industry characteristics development direction,on this basis,using the experience of "Cluster Initiative",the mode of the characteristic industries in small towns is constructed,and the idea of industrial cultivation by stages is put forward for small towns in Guanzhong region.The main conclusions are as follows:(1)The key issue for the development of small towns is to select and cultivate characteristic non-agricultural industries.The economic foundation of small towns is weak.In the market of fierce competition,the industry must have special advantages to survive.In addition,the large and medium-sized cities in Guanzhong region are still in the stage of agglomeration development and have not yet formed the development trend of spreading and transferring industries to small towns.Therefore,small towns are also faced with competition from large and medium-sized cities in attracting industrial agglomeration.In view of this,the development of small towns can survive and develop under the dual pressure of competition only by digging out their own characteristic resources and cultivating characteristic industries according to characteristic resources.(2)The industrial selection of small towns must be based on local conditions to choose the types of industries that match their own resources,environment and factor conditions.On the one hand,the Guanzhong region small towns in infrastructure,technology level,money cannot be compared with the large and medium-sized cities,only rely on its own characteristic resources,industrial development is copied or choose other small towns do not have comparative advantages,and can not meet the large and medium-sized cities scale or efficiency threshold of the industry,to survive in the fierce competition of market development.Most small towns in Guanzhong region have rich labor resources and natural and cultural resources with their own characteristics.The basis of guiding the development of small towns according to local conditions is to evaluate resources,study and judge the market,and choose the development direction with industrial characteristics.(3)Cluster Initiative is an important way to cultivate the industry of small towns in Guanzhong region.The conditions of industrial development in small towns are limited,so it is necessary for the government and enterprises to make joint efforts to improve the hardware and software conditions of industrial development,especially the infrastructure and public service facilities,through the centralized layout and cluster development in the park with a lower construction cost,so as to effectively cultivate the industry and form the trend of cluster development.Based on the analysis of the basic requirements,internal relationship and dynamic mechanism of Cluster Initiative,and combined with the industrial development experience of small towns in Guanzhong region,this paper constructs the industrial cultivation mode and path of small towns in Guanzhong region based on Cluster Initiative.(4)The industrial cultivation and development of small towns is conducive to promoting rural revitalization and forming a linkage development pattern with it.Small towns are the head of the countryside and the tail of the city.There is a natural connection between the characteristic resources of small towns and farmers and agriculture,especially the characteristic agricultural products.The development of characteristic industries in small towns can not only promote agricultural production and increase the value of agricultural resources by processing characteristic rural resources(mainly characteristic agricultural products)nearby,but also absorb rural labor force to find jobs nearby,thus promoting the increase of farmers’ income in many aspects.It is an effective way to implement poverty alleviation and co-development strategy.Therefore,cultivating and developing characteristic industries of small towns and keeping the main body of the industrial chain in small towns are conducive to promoting the development of the whole agricultural industrial chain and realizing the linkage development of urbanization and rural revitalization.The main innovations of this paper are as follows:(1)Put forward the ideas and methods of industry selection of small towns in economically underdeveloped areas.This paper systematically summarizes the theoretical and practical progress of industry selection and small town industry selection at home and abroad.In the current research,especially in the economically underdeveloped areas,there has not been a deep study on the method of small town industry selection by using its own resources and reasonable allocation factors.The industrial base condition of small towns is poor,and there are disadvantages of elements and facilities.At the same time,small towns face the influence of competition with big cities,and the industrial choice is different from big cities and regions.In addition,as the head of the countryside and the tail of the city,small towns can attract the rural labor force nearby,promote the development of agriculture and increase the income of farmers.Considering the above factors,in the context of rural revitalization,this paper studies the scientific issues of unique resource utilization and industrial survival and development according to the different development characteristics of small towns and big cities,as well as regional industrial development characteristics.Through the analysis of small towns in the industrial development condition than under the condition of big cities,with the path,to develop unique resources from the Guanzhong region of small towns development characteristics,through the industrial development condition analysis,market analysis,resource analysis,choose characteristic industry development,formed the Guanzhong region characteristic industry choice theory research of small towns.(2)The industrial cultivation mode and path of small towns in underdeveloped areas are constructed based on Cluster Initiative.With the help of "Cluster Initiative",it provides ideas for the industry cultivation of small towns.Under the spatial scale of small towns,Cluster Initiative model should be constructed to form the aggregation of industrial parks with the support of the government,so as to reduce the development cost and effectively promote the industrial cluster development of small towns.It also reduces the environmental problems caused by decentralized development.By combining the experience of small town industrial cultivation cases in Guanzhong region,the industrial cultivation mode of different stages of industrial clusters and the cultivation idea of phased implementation are formed based on the industrial cultivation of small towns in Guanzhong region.In the budding stage of industrial cluster,we should mainly look for "seed enterprises";in the budding stage of industrial cluster,we should improve the basic composition of industrial cluster initiative;in the growing stage of industrial cluster,we should pay attention to scientific and technological innovation;in the steady stage of industrial cluster,we should mainly solve the problems of industrial cluster creation.Under the spatial scale of small towns,we should coordinate the spatial and developmental relationship between industry and city,and form the integrated development of industry and city.Promote regional development through the quality improvement and brand effect of industrial clusters in small towns.
