development situation is not optimistic,in the face of risk challenge changing complicated situation at home and abroad,timely put forward China efforts to build mutual promotion of domestic and international binary development pattern.In constructing the pattern of international circular economy,strengthening the economic cooperation with northeast Asian countries has become the priority choice of China's sustainable economic development,and at the same time,the northeast region has been pushed to the new frontier of China's opening up.China's economy has entered a stage of high-quality development,putting forward new requirements for coordinated regional development.Up to now,most of the eastern region has achieved the goal of becoming rich,but the central and western regions and the northeast are still lagging behind in development.Therefore,promoting coordinated regional economic development is a major task for China in the future.When the domestic and international economic situation changes,the northeast region should also actively explore the domestic and international double-cycle development strategy,among which,a very important aspect is to create a new frontier of northeast Asia's opening up in the construction of a new pattern of regional cooperation in Northeast Asia.This is an important link and a new fulcrum for China to open wider to the outside world and promote coordinated regional development.It is not only the need of northeast China's own development,but also the requirement of implementing the national strategy of coordinated regional development.It is not only China's new layout of opening up,but also a new requirement for high-quality economic development in the new era.In the neighbourhood northeast China and the Russian far east and northeast China strategy and the Russian far east development strategy launched almost at the same time,both in the demand of economic development,stage of development and resources endowment,highly fit,how to combine the Russian far east development and revitalization of the northeast,has always been the focus of both sides.In September2009,the two heads of state jointly approved the Outline of The Cooperation Plan between Northeast China and Russia's Far East and East Siberia(2009-2018),which marks that the cooperation between the two places has shifted from interest-oriented complementary advantages to strategic of coordinated development.During the Eastern Economic Forum in September 2018,China and Russia signed the Plan for China-Russia Cooperation and Development in the Far East region(2018-2024).At present,bilateral strategic docking work has made some achievements,but there are a lot of resistance factors,in the current world pattern change,further explore the regional development strategy and docking new way of thinking,build new frontier northeast opening to the outside world,has important theoretical and practical significance,at the same time also will dock for multinational adjacent to the regional development strategy provides a decision-making reference value.This paper,taking xi new era the economic thought of socialism with Chinese characteristics about our country economic development stage,development pattern and overall comprehensive revitalization of northeast old industrial base of important judgment as the theoretical basis,using synergetics,geopolitical economic research paradigm,on the northeast revitalization and Russian far east development strategy and docking is reviewed.The main research contents are as follows:The first chapter is the introduction.The second chapter is the theoretical framework of this paper,which sorts out the theoretical logic of the docking of development strategies of transnational adjacent regions.The first is to explain the connotation of the docking of transnational adjacent regional development strategies from the perspectives of synergetics and geopolitical economics.The second is to evaluate the docking effect of transnational adjacent regional development strategies from the perspective of regional economic synergy,and apply this theoretical framework to the docking of northeast rejuvenation and the development strategies of Russia's Far East.The third chapter is the necessity and the reality basic explanation.Based on the general situation of the economic and social development of northeast China and the Russian Far East,it is pointed out that the necessity mainly comes from the objective requirements of the opening up of northeast China,the development dilemma of the Russian Far East,the promotion of the wave of regional economic integration and the realization path of the new pattern of regional cooperation in Northeast Asia.The practical basis is mainly based on the prominent geographical advantages,obvious complementary advantages,compatible development concepts and good political mutual trust between northeast China and the Russian Far East.The fourth chapter is the current situation,problems,opportunities and challenges of strategic alignment.The current situation of strategic docking cooperation is sorted out,and the existing problems are put forward.From the perspective of the current situation in the field of cooperation,strategic alignment has achieved initial results,but problems such as supporting infrastructure,ways of trade cooperation,differences in systems,and prospects of strategic alignment restrict the in-depth development of strategic alignment.At the same time,it points out that the current strategic alignment is still in the pattern of both opportunities and challenges.The fifth chapter is the empirical analysis of strategic docking effect.Through empirical analysis,it is concluded that the synergetic degree of the economic complex system composed of northeast China and the Far East of Russia increases with the increase of time,but there are fluctuations.The order degree of each subsystem increases with time,and the economic order degree of northeast China is better than that of the Russian Far East.The influencing factors are analyzed from the Angle of economic connection and membership degree.The sixth chapter is the mode selection and mechanism construction of strategic docking.Based on the specific situation of the current strategic docking,this paper puts forward the basic mode of spatial layout,which takes the internal and external linkage between government and enterprises as the docking main body,the interaction between border cities and central cities as the docking form,and the point-axis development and axial belt type as the spatial layout.Mechanism: From the perspective of decision-making,motivation and regulation,six specific promotion mechanisms are proposed,namely,government consultation,transnational management,industrial interaction,think tank exchange,law improvement and supervision feedback.The seventh chapter is the implementation plan of strategic alignment.On the basis of elaborating the principles and key points of strategic docking,this paper puts forward the realization path of strategic docking.The government,enterprises and the private sector as the driving force;We will focus on cooperation in such substantive areas as infrastructure construction,technology and trade cooperation,joint development of energy,and agricultural supplement.Fiscal and tax policy reform,policy coordination services,business environment optimization and other rules as the key;We will jointly promote the process of strategic alignment by turning free trade zones,city clusters and industrial parks into strategic opportunities. |
