| At present,our country has built a well-off society in an all-round way,and has entered a new stage of building a modern socialist country in an all-round way.The implementation of rural revitalization has become the overall strategy of our party and the country to solve the "three rural" issues.The key to promoting rural revitalization is to develop rural industries,enrich rural economic formats,realize industrial prosperity,and lay a solid material foundation for the priority development of agriculture and rural areas.In the context of rural revitalization,there is a profound historical logic,practical logic and theoretical logic to promote the integrated development of rural industries and realize the revitalization of rural industries.From the perspective of the historical development process,for many years,our country has continuously explored and tried on how to promote the development of rural industries and realize the prosperity of the industry.After the initial stage of reform and opening up,the rural primary,secondary and tertiary industries were completely fragmented,initial interaction,and agricultural industrialization development stages.The development of rural industries in my country has entered a stage of industrial integration.From the perspective of development practice,the integration of rural industries can help improve the low-level cycle of agriculture and solve the constraints of agricultural development resources and environmental constraints.It is an inevitable choice to promote the transformation of agricultural development mode and realize the modernization of rural agriculture.From a theoretical point of view,the integration of rural industries is an inevitable choice to break through the limitations of the division of labor in agriculture and share the development achievements of other industries.In 2015,after China first proposed the strategy of integrated development of rural industries,it formulated a series of policies to promote its development.At present,certain results have been achieved,but the overall level of integrated development is still low,and it is still in its infancy.There are still some factors restricting its development.Therefore,it is necessary to conduct in-depth research,build a perfect integration mechanism,and promote the integrated development of rural industries.The main research contents of this article include:(1)Describes the main content and methods,background,significance of the research on rural industry integration,and reviews the related literature on industry integration and rural industry integration.(2)Review and sort out Marx’s division of labor theory,Western economics division of labor theory,Marx’s industrial theory and agricultural development theory,Western economics agricultural development theory,and new institutional economics related theories to lay a theoretical foundation for the study of this article.(3)Descriptive analysis and empirical analysis of the development level of rural industry integration.Through the combination of comprehensive analysis method and analytic hierarchy process,a model for evaluating the development level of rural industry integration has been constructed.The empirical results show that our country’s rural industrial integration development level is relatively low,and there are still many constraints.Explore the reasons behind it,mainly due to the inadequate organization mechanism of rural industry integration.Therefore,it is necessary to improve the mechanism and promote the rapid development of rural industrial integration.(4)Determined the basic framework for the construction of rural industrial integration mechanism.The background requirements,target system,basic principles and modes of mechanism construction are analyzed.It expounds the basic framework of Marx’s development of the social division of labor system,and on this basis determines the basic logic of the development of rural industrial integration.Based on the analysis of the previous problems and theoretical research,four major mechanisms of integrated development are proposed:the organization mechanism,the industrial chain coordination mechanism,the benefit coordination mechanism and the guarantee mechanism,and the coupling relationship between them is studied.They interact and connect with each other,and jointly promote the development of rural industrial integration.(5)The Organizational Mechanism of Rural Industrial Convergence.The micro-foundation of rural industry integration is various entities,including agricultural enterprises,farmers’ professional cooperatives,family farms and professional large households and other new agricultural business entities and ordinary farmers.They are the main force to promote the integration of rural industries.At the same time,various subjects have different characteristics and different functional positioning.The main organizational models of rural industrial integration include the corporate social division of labor,the intra-enterprise division of labor,the modern agricultural industrialization consortium model,and the "new agricultural business entity + platform enterprise" model.Each model has its own advantages and disadvantages.When choosing a model,one should adapt to local conditions and choose a suitable organizational model.To improve the organizational mechanism,it is necessary to focus on strengthening the cultivation of new business entities and the division of labor and cooperation between entities.(6)Industrial chain coordination mechanism of rural industry integration.Under the background of industrial integration,the form of interaction between subjects is manifested in the coordinated development of the industrial chain.Industry chain synergy can be divided into internal synergy and external synergy.Internal coordination is manifested in the process of interconnecting the various links and subjects within the agricultural industry chain to build a more complete and close agricultural industry chain and improve the efficiency of the industry chain.External synergy is manifested as the interaction between the agricultural industry chain and other industry chains,complementing each other’s advantages,forming a complex high-level industrial chain.The coordination mechanism of rural industry integration industrial chain can be divided into three types: vertical extension coordination mechanism,horizontal cross coordination mechanism,and high-tech element penetration coordination mechanism.Improving the coordination mechanism of the rural industrial integration industrial chain should start from promoting the development of processing links in a more sophisticated direction,promoting the development of industrial clusters,and fully expanding agricultural multi-functionality.(7)Rural industry integration benefit coordination mechanism.The basic framework of coordination mechanism includes coordination subject,object,basic method and specific path.Among them,the interest coordination subjects are generally divided into three categories,namely,ordinary farmers,new agricultural production and operation subjects,and government.The object of interest coordination is the integration of rural industries with the interests of various economic entities.The basic method of interest coordination is the specific means adopted by the main body of interest coordination to implement interest coordination,which mainly includes government coordination,organizational coordination and informal coordination.The basic logic for constructing an interest coordination mechanism is: interest linkage-interest adjustment-interest restriction.The interest connection mechanism includes contract connection,property right connection and integrated connection,and the three different connection methods are gradually becoming closer.In the process of rural industry integration,economic entities choose the coordination system of division of labor with the lowest transaction cost.Therefore,what kind of benefit connection method is adopted depends on the nature and characteristics of the transaction.There are two components of the rural industry integration interest adjustment mechanism,namely,interest adjustment before integration and interest adjustment during integration operation.Constraint mechanism includes formal constraints and informal constraints.Laws and regulations,policies,industry self-discipline conventions,contractual constraints,and internal governance institutions of micro-subjects are formal constraints.Informal constraints mainly include trust mechanism,reputation mechanism and social network.Policy recommendations for constructing a coordination mechanism for rural industry integration benefits mainly include : Further standardize management and innovate order-based agriculture;innovate business forms and establish close interest linkages;adapt measures to local conditions and adopt flexible and diverse interest linkage mechanisms in light of time;establish and improve restraint mechanisms,etc.(8)A guarantee mechanism for the integration of rural industries.The guarantee mechanism mainly includes the land system,financial service system,science and technology promotion system,and new-type professional farmer training system.Rural industrial integration involves many departments and the policy system is imperfect.It is necessary to build a collaborative promotion mechanism for rural industrial integration,strengthen responsibilities and assessment,and improve the policy system.The possible innovations of this research are as follows:First,the existing research mainly focuses on the connotation,mode,and path of rural industrial integration,but lacks systematic research on the mechanism.Based on Marx’s division of labor theory,this paper conducts research from the perspective of mechanism,systematically analyzes the mechanism of the formation and development of rural industrial integration,and provides guidance and reference for promoting the development of rural industrial integration.The second is that the existing results are mainly studied from the perspective of Western economics.This article uses Marx’s division of labor theory and political economy methods to analyze the integration of rural industries,and puts forward the basic logic of its development,which enriches the integration of rural industries to a certain extent.The theoretical system is more in line with my country’s national and agricultural conditions.The essence of the development of rural industry integration is the adjustment and change of the social division of labor system,which is manifested in the internalization of the division of labor in the primary,secondary and tertiary industries in rural areas.According to Marx’s division of labor theory,the development of rural industrial integration can be simplified as a process of "industrial separation(division of labor within society)-division of labor between enterprises-division of labor within an enterprise or social division of labor-industrial integration(division of labor within a new society)".Therefore,we can embody the basic logic of the integration and development of rural industries in three levels and four dimensions: the micro level is expressed as the economic behavior of economic entities in pursuit of maximizing benefits;the meso level is expressed as the division of labor and cooperation between micro entities.And the industrial organization formed;at the macro level,the internalization of rural primary and secondary industries leads to industrial integration and promotes rural economic development.Among them,the meso level is the link between the micro and macro levels,which embodies the internal mechanism of the formation and development of rural industrial integration.The division of labor and cooperation between micro-subjects needs to be analyzed from four dimensions.That is,the form of organization is an important carrier for the integrated development of rural industries,the coordination of interests is the fundamental means for the integrated development of rural industries,and the coordination of industrial chains is the path to the development of rural industries.Policy systems It is the support and guarantee for the integrated development of rural industries.The third is that this article puts forward the four major mechanisms of rural industrial integration and analyzes their mutual coupling relationship.Effectively solve the fundamental problem of poor rural industrial integration mechanism,which is of great significance for solving the current difficulties and problems in the integrated development of rural industries and improving the level of integrated development.The four major mechanisms refer to the organization mechanism,the industrial chain coordination mechanism,the benefit coordination mechanism,and the guarantee mechanism.They interact and interact with each other,and each play a different role,forming a complete system,and jointly promoting the integrated development of rural industries.The organization mechanism solves the problem of "who will integrate" in the process of integration development,that is,the subject of integration and its organization method.The industrial chain coordination mechanism solves the problem of "how to integrate",that is,the path of integration and its operating mechanism.The interest coordination mechanism solves the problem of "conflict of interest between subjects",that is,the formation of a community of interests and its operating mechanism.The guarantee mechanism solves the problem of "relevant environmental support",that is,to improve the integrated system and policy environment.From the perspective of enterprise growth,the coordination mechanism of the industrial chain and the organizational mechanism are to solve the two basic problems of the integration and development of rural industries,namely,the growth path and the organizational form.The benefit coordination mechanism provides important prerequisites for the coordination of the industrial chain and the operation of the organizational mechanism,and ensures the stability of the division of labor and cooperation.The guarantee mechanism is the system and policy environment in which micro-subjects adopt integration behaviors for division of labor and cooperation..Fourth,this article conducts in-depth research on the industrial chain synergy mechanism of rural industrial integration,and systematically expounds the basic connotation,operation mechanism and basic process of various synergy mechanisms.Provide favorable guidance for clarifying the specific path of the integration and development of rural industries.In the context of industrial integration,the interaction between subjects is manifested in the coordinated development of industrial chains.On this basis,industry chain synergy is divided into internal and external synergy.Specifically,the integration and development of rural industries can be divided into vertical extension integration,horizontal cross integration and high-tech penetration integration.This paper makes a systematic and in-depth analysis of the basic connotation,operation mechanism and basic process of the three industrial chain coordination mechanisms,and lists three typical cases as support.Fifth,this paper constructs an evaluation index system for the development level of rural industry integration,and uses comprehensive analysis and analytic hierarchy process to scientifically measure the current level of my country’s rural industry integration development.Provide strong empirical support for objectively reflecting the deficiencies and problems of integrated development.The empirical results show that although my country’s rural industrial integration development has made some progress,it is still in the primary stage as a whole,and the level of development needs to be improved. |
