industry and education.The integration of industry and education is crucial to cultivating students’ ability to innovate engineering and adapt to change.It requires universities,scientific research institutions,and enterprises to invest in heterogeneous elements such as knowledge,technology,capital,and management to build an integrated platform that integrates practical teaching,technology research and development,innovation and entrepreneurship,and industrial cultivation.However,there is an unavoidable institutional transaction cost on the platform,which induces opportunistic behavior and causes the platform’s collectivism.Research helps the new engineering industry-education integration platform to better realize the integration of heterogeneous resources such as industry,education and research,to play the synergy effect of resource sharing and complementary advantages,and to promote the organic connection of education chain,talent chain,industry chain and innovation chain.Based on this,study the use of transaction cost theory,property rights theory,innovation resource theory,education governance theory and other theories,using theoretical analysis,mathematical derivation,empirical research and game theory,etc.Study the property rights and governance of the new engineering industry-education integration platform,the behavior strategy and governance of the subject of the new engineering industry-education integration,the stability and governance of the new engineering industry-education integration,the comprehensive governance model of the new engineering industry-education integration platform,the countermeasures and suggestions to enhance the platform’s comprehensive governance capabilities,etc.In order to promote the in-depth integration of the education system and the industrial system,to achieve the promotion of high-quality construction and foster new momentum for economic development.The main conclusions are as follows:First of all,it summarizes the general situation of the new engineering production-education integration platform governance,proposes the direction of promoting the integration of industry and education by using platform economy,and makes clear that transaction cost governance is the key issue for the high-quality promotion of the platform.Specific conclusions include:(1)The distribution of production-education integration projects among industry enterprises,universities,and regions is extremely uneven,and the overall presentation is unsustainable.(2)Using the platform economic model to promote the integration of production and education,and build a comprehensive platform that integrates practical teaching,technology research and development,innovation and entrepreneurship,and industrial cultivation.(3)There is a suitable structural scale for the number of new engineering production-education integration platforms.The increase in the externality of bilateral networks and the increase in the fixed cost of platform construction will both reduce the number of platforms.The degree of difference between platforms and user stickiness will positively affect the number of platforms.(4)Fourthly,the platform is mainly faced with two key issues: how to reduce transaction costs and solve the dilemma of collectivism.Currently,it is necessary to abandon the traditional financial capital governance paradigm and take intellectual capital as the dominant paradigm of platform governance.In order to achieve the governance goal of maximizing platform value,specific issues such as transaction cost governance,property right governance,cooperative subject behavior governance and platform stability governance need to be resolved.Secondly,it analyzes the property right characteristics of the new engineering production-education integration platform from the perspective of transaction cost,demonstrates the quasi-rent competition and cooperative income distribution under the incomplete property right,and puts forward the property right governance countermeasures.Specific conclusions include:(1)The platform for the integration of new engineering industry,education and research requires the main body of industry,university and research to invest heterogeneous innovation resources such as knowledge,technology,capital and management,which determines the integration of platform property rights.(2)Demonstrating the incompleteness of the platform property rights,and then use mathematical derivation to discuss the quasi-rent allocation and segmentation in the case of incomplete property rights.(3)The classic Shapley algorithm can effectively solve the problem of cooperative income distribution of platform participants and crack the potential negative effects of incomplete property rights.(4)Strengthen the governance of the platform: one is to actively give play to the main positions of different subjects such as government,industry,research and other institutions in the governance of property rights;the other is to continuously define the property rights of the platform,limit the public authority of the platform and focus on intellectual property development and other measures.Thirdly,it analyzes the behavior strategy of the participants of the new engineering production-education integration platform from the perspective of transaction cost,and puts forward the multi-dimensional governance path of the subject behavior strategy.The specific conclusions include:(1)The analysis framework of the platform’s main body behavior strategy is constructed,and it is pointed out that "relationship building,collaborative innovation value acquisition" is the internal logic of the main body behavior strategy selection of the new engineering industry and education integration platform.(2)With the help of "behavior-environmental paradigm" analysis,it is found that opportunistic behavior mainly includes implicit and explicit types.(3)Put forward the partner selection cost,operation cost of transaction cost,asset specificity,quasi rents acquisition costs of main body behavior strategy research hypothesis,and the empirical study shows that partner selection cost,operation cost,quasi rents acquisition costs are positive influence on the integration platform of production and education cooperation behavior,negative influence opportunistic behavior at the same time;The cost of asset specificity negatively affects cooperative behavior and positively affects opportunistic behavior.(4)The main body behavior strategy of governance need to take two paths: one is based on the classical theory of transaction cost,according to the asset specificity,uncertainty and transaction frequency three dimensions of governance mode choice,the other is on the basis of platform innovation ecosystem properties,dedicated to the task complexity,teamwork quality two dimensions promote cooperation platform between the main body.Fourthly,it analyzes the stability of the new engineering production-education integration platform from the perspective of transaction cost,and puts forward the countermeasures of stability governance accordingly.The specific conclusions include:(1)Constructed a conceptual model of the stability of the new engineering production-education integration platform including transaction cost and incomplete contract.(2)As far as the stability of cooperation between participants in the production-education integration platform is concerned,the game between the industry-research institution and the university is mainly formed.There are two strategies of “maintaining cooperation” and “halfway exit”;The high "halfway exit" default costs,lower transaction costs,and increased expected returns help platform participants choose the "maintain cooperation" strategy.(3)As far as the stability of the cooperation between the participating subjects and the production-educational integration platform is found,the specific stability evolution strategy ESS needs to be discussed separately in different situations;but in either case,it can be confirmed that under the same cost of innovation resource input,The difference between expected revenue and transaction cost has become the key to strategic choice.(4)There are two approaches to the stability governance of the platform: the first is to build an innovative ecosystem that promotes the stability of the platform,and improve the efficiency of resource supply and demand matching among the subjects;Second,the effective governance of differentiation should be realized according to the resource-dependent theory,resource-based theory and resource-patchwork theory.Fifthly,it carries out the comprehensive governance research of the new engineering production-education integration platform from the perspective of transaction cost,constructs the comprehensive governance evaluation index,and proposes the governance path to improve the comprehensive governance ability.Specific conclusions include:(1)According to the classic transaction cost governance theory and the case study of the new engineering industry and education integration platform governance,build a comprehensive governance conceptual model of five dimensions including contract,transaction cost,property rights,cooperative behavior and stability.(2)Based on the previous research conclusions and literature review,a comprehensive governance capability evaluation system of the new engineering production-education integration platform was designed,including 5 first-level indicators and 23 second-level indicators.(3)The combined weighted grey relational model is adopted to collect the survey data of14 platforms such as the school-enterprise alliance of excellent engineering education of local colleges and universities in China,and the subjective and objective mixed methods are adopted to give weight to the indicators.The empirical study on the evaluation of the comprehensive governance capability of the platform is carried out to verify the scientificity and feasibility of the model.
