Research On The Implementation Evaluation Method Of "District Level Urban Design"

With the development of the concept of "whole process" in modern urban design,urban design is getting rid of the characteristics of "end products" and evolves into a cyclic process.As the final link of urban design "whole process" system,urban design implementation evaluation is an important basis for feedback and revision of urban design compilation and daily control.It is found that the evaluation and optimization process of urban design implementation has been ignored and generally lacking in the current domestic and foreign urban design theory and practice.The author takes "district level urban design" as the main research object,focuses on the specific urban design implementation project type of local urban New District,and tries to construct a set of targeted,relatively complete and operable evaluation method of urban design implementation through the method of theoretical combing and empirical research,so as to complete the operation system of urban design.Based on the study and judgment of value orientation of urban design,this paper first determines three dimensions of implementation evaluation,i.e."technicality","effectiveness" and "value" on the basis of "space" as the core research elements,trying to comprehensively cover and analyze the value orientation of urban design at the implementation level;secondly,on the basis of determining the evaluation dimension,combining with the existing domestic and foreign Based on the theory of urban design and the evaluation elements of the built environment,combined with the local characteristics,the paper has carried out a relatively systematic factor carding;thirdly,according to the factor scoring method of all kinds of specialties and combined with the discipline attribute,it has determined the weight and score of different factors;finally,through the process summary,it has condensed a complete set of daily operation methods of urban design implementation evaluation,trying to build Establish a set of universal assessment process for the implementation status of urban design.In order to verify the scientificity of the method,the author carried out evaluation and verification through 12 implementation cases,such as Ningbo East New Town,and extended and summarized a set of analysis conclusions for individual projects,as well as the analysis dimensions of comparative study and judgment between different cases,so as to realize the "case quantification" and "mutual comparison" of urban design implementation evaluation,with scientific evaluation conclusions and effective guidance Continuous urban design daily control and scheme preparation.The first is to define the standard evaluation process.In the form of tabulation,each dimension of the subject object of urban design implementation evaluation is decomposed and combined through quantitative factors to form a quantifiable data language,realizing the transformation from "subjective scoring" to "objective scoring".At the same time,two different scoring factors and scoring methods are disassembled for the evaluation of the implementation process of urban design and the evaluation of the implementation results of urban design,which can truly realize the closed-loop operation and dynamic monitoring of urban design in the whole process management implementation process,and point out one for the urban design implementation projects that have not been objectively evaluated before Operational process methods.The second is to clarify the assessment participants.It has changed the single evaluation subject composed of planners and expanded it into a combination of four different groups including urban managers,development and investors,urban design professionals and social public users.Find out the problems in the implementation of urban design from more dimensions,better assist decisionmaking,and improve the comprehensiveness of decision-making perspective.The third,clear evaluation reference dimension.The main users of urban space are mainly local citizens,and the stakeholders closely related to design practice are development enterprises,employees and relevant government departments.This paper explores the evaluation method of combining big data analysis with traditional field survey small data,evaluates and scores the implementation satisfaction and objective implementation status,and compares the multidimensional scoring and objectivity Finally,it can realize the full coverage of the evaluation reference dimension.Finally,we determine the processes,links and required methods in the form of method framework,so that it can become a clear and easy to identify tool language,which can facilitate the promotion and use in the industry.When the evaluation system of urban design implementation is really established,urban design will be transformed into a dynamic optimization process of "experiment test change".
