Study On Urban Transit Oriented Development (TOD)and Evaluation Of The Effectiveness

Since the reform and opening-up policy putting in place, a large number of rural people has entered into big cities. Urban size expends gradually and new construction area is increasing. With the improvement of motorization, divining private cars become more popular. A series of problems were caught up by accelerating pace of urbanization and motorization. Such as urban form, land use and urban traffic. Many domestic scholars have realized that TOD strategy which was presented by western countries has great effects on solving urban development problems, such as overextension, low land use and traffic jams.TOD strategy has a complete theory system and Practical operating method. However, due to the different development situation between our country and foreign countries, it couldn’t be used directly. Based on deep analysis of research both at home and abroad, the article summarizes the research status of TOD in China. And then the study finds that theory system is relatively mature, while practical application and effect evaluation are not enough.Thus the article firstly defines the meaning and foundation of TOD based on TOD theory system at home and abroad, thinks TOD has a broad suitable scope, a reasonable structure and a obvious implementing efficiency and is significant to solve the city malady. Secondly, this paper introduces representative cases of different TOD implementation, analyzes their successful experiences, and brings revelation for the implementation of TOD in our country. Thirdly, based on experience and revelation, this paper puts forward that the development of TOD in our country needs to distinguish new and old city areas, starts from three levels-macro, medium and micro, combines public transportation and city exploitation tightly and finds out the factors influencing the implementation of TOD while builds up the TOD development mode in our country which lays a foundation for TOD effectiveness evaluation model. Finally, by analyzing the influencing factors comprehensively, the study decides to adopt PSR frame work model to establish TOD effectiveness evaluation index system, checks the TOD implementation effect in Xi’an with the help of component analysis method and demonstrates that TOD model can solve our country’s city ills, improve the city construction efficient and lead the city to an efficient, intensive direction.
