The report of the 20 th National Congress of the Communist Party of China pointed out that education,science and technology,and talent are the fundamental strategic support for the comprehensive construction of a socialist modernized country.Engineers are important creators of emerging productivity and active pioneers of emerging industries.Cultivating high-quality industry engineers is a necessary task for China’s modernization construction and social development.Faced with the new developments and changes in industry layout brought about by the "New Engineering Construction","Artificial Intelligence","Dual Carbon Strategy",and the technological revolution represented by the "New Power System",engineering education in higher education institutions,as the main way to cultivate "engineers" in various industries,faces new opportunities and challenges in its educational philosophy,professional curriculum design,course teaching practice,and professional training methods.How to respond to the new requirements of technological progress and social development for the cultivation of engineering education talents in universities,how to "adapt to changes" and "adapt to all changes",and comprehensively improve the quality of higher engineering education has naturally become an important issue of concern and conscious research in the field of educational theory and higher education.This study mainly explores the quality improvement of talent cultivation in engineering education in higher education institutions in China in the new era from the perspective of engineering education professional certification,using the Electrical Engineering and Automation major of D University as a research case.Engineering education professional certification is an internationally recognized quality assurance system for engineering education.In 2016,China joined the Washington Agreement,marking the substantial equivalence and international mutual recognition of China’s engineering education professional certification system.In order to meet the substantive equivalence requirements of the Washington Agreement,the Interpretation and Use Guidelines for the General Standards of Engineering Education Professional Certification specify that the degree of "problem-solving" in the training of certified professionals should be set at "complex engineering problems",and it is clear that one of the main tasks of higher education engineering education is to cultivate students’ ability to solve "complex engineering problems".Regarding the definition of "complex engineering problem capability",the 12 graduation requirements provided in the "Engineering Education Professional Certification Standards" reflect the core elements of "complex engineering problem capability".Therefore,when analyzing the current situation and shortcomings of talent cultivation quality improvement in the Electrical Engineering and Automation majors of D University based on the engineering education professional certification standards,this article also uses the 12 graduation requirements and their indicator points as the basic measurement indicators and standards.The paper mainly adopts case studies and conducts in-depth research on the Electrical Engineering and Automation major of D University,which has already passed the engineering education professional certification,through investigation and statistical analysis methods.It explores the experience,characteristics,existing problems and reasons of D University in improving the quality of professional talent cultivation from the perspective of professional certification,And strive to summarize the "model" of improving the quality of talent cultivation in engineering education in universities with certain universal value.Based on the certification standards and training objectives of the engineering education major,a study has found that graduates of the Electrical Engineering and Automation major at D University still have shortcomings in "problem analysis ability," "design/development solution ability," "scientific research ability," "professional communication ability," and "project management ability." The quality problems of these talent cultivation are mainly attributed to the talent cultivation mode,curriculum teaching mode,and so on Education and teaching resources,as well as various factors such as software and hardware support conditions.Based on the experience and existing problems of professional talent cultivation at D University,this study proposes that from the perspective of engineering education professional certification,higher education engineering education talent cultivation in the new era should continue to maintain its own educational tradition,highlight its educational characteristics,and firmly adhere to the three core concepts of "student center","output orientation",and "continuous improvement" in engineering education professional certification,as well as the implementation of a series of standards,And on this basis,focus on effectively achieving the 12 graduation requirements of each major,especially the systematic cultivation of students’ problem analysis ability,design/development solution ability,scientific research ability,professional communication ability,and project management ability.In order to improve the quality of engineering education talent cultivation,universities should also strengthen scientific research on improving the quality of engineering education talent cultivation,highlight the important value of information technology construction in engineering talent cultivation,attach importance to the important educational significance of diverse subjects,coordinate the systematic construction of disciplinary clusters,enhance the learning and exchange of engineering talent cultivation in different types of universities,and exchange and cooperation with foreign countries,On the basis of implementing multiple measures,we continuously promote the cultivation of students’ ability to solve complex engineering problems in the industry,achieve the goal of cultivating high-quality "engineers",and ultimately adapt to and meet the requirements of technological development for the talent cultivation of engineering education in higher education institutions.
