| Under the historical exchange between the unprecedented changes in a century and the new round of scientific and technological revolution,cultivating excellent engineering talents and effectively improving the quality of engineering education has become an important era proposition faced by countries all over the world.As the core means to ensure the quality of engineering education,the value and status of professional certification system are becoming increasingly prominent.As one of the two models of global engineering education development,since the Bologna process,Europe has formed a mature system with certification objectives,organizations,standards and procedures as the basic elements and Engineering Education Certification Project as the effective starting point,and plays a vital role in the overall reform and development of Engineering Education.Based on this,this study takes the European undergraduate and master through professional certification standard as the research object,and systematically analyzes the construction logic and basic characteristics of the European undergraduate and master through certification standard on the basis of deeply describing the vast historical change picture of the formation of its system and the role and game mechanism of various core stakeholders,It can provide scientific reference and effective suggestions for the construction of professional certification standards in the future.Based on the analysis paradigm of historical institutionalism,the research shows that the changes of European professional certification system have experienced the embryonic period with the blocked exchange of engineering talents and the closed engineering education environment as the core,the development period of the internationalization of European degree system and the integration of higher education driven by the Bologna process Driven by the top-down Pan European certification framework,the international engineering talent flow has three stages of maturity.Among them,the government,universities,certification organizations,professional associations and other stakeholders play different roles and play different effects,and have formed a stable and balanced system with unique characteristics and clear division of labor;It also explains the action logic and internal meaning of European professional certification system from the three dimensions of behavior trend,choice and influence.Further,through the multi-dimensional comparison of undergraduate and master’s professional certification standards,it is found that a highly unified standard element framework has been constructed between undergraduate and master’s degrees,which is progressive and very different from the upper level in the depth and breadth of standard content,which embodies the internal standard design logic of paying attention to the coherence and unity of students’ ability training and knowledge learning.Europe has built a circular operation channel with “preparation response negotiation co construction” as the core,that is,the certification subject implements the voluntary principle,the certification organization implements standardized management,the certification process reflects the interactive effect and the certification results maintain continuous feedback.In contrast,China’s master of engineering is also facing multiple problems and challenges,such as homogenization of college development,lagging construction of teaching staff,lack of engineering practice ability,disconnection from the needs of industry,lagging curriculum reform and so on.As the largest engineering master education in the world,it also needs to build a complete quality assurance system.Based on qualitative interviews,at the master’s level,China has different degrees of practical problems and practical challenges in the organization construction,content design,operation guarantee and international mutual recognition of certification standards.Based on this,combined with the mature experience of Europe,this paper points out the governance path and practice focus of promoting the construction through certification standards in China in the future,that is,in terms of concept first,pay attention to strengthening the cultivation of students’ ability and quality;In terms of top-level design,promote the construction of independent professional unified certification structure;From point to area,promote comprehensive reform with standards as the starting point;From a global perspective,integrate international mature experience into national development characteristics and basic national conditions. |
