The major grain-producing counties are the core area of national grain production and the key area for commercial grain transfer.Its grain output accounts for about threequarters of the country’s total,and it is the "bull nose" to ensure national food security.In recent years,with the rapid economic and social development,the imbalance between food production and economic and social development in the region has continued to intensify,and the transformation of cultivated land use faces many uncertainties,which seriously restricts the sustainable development of the region and continuously weakens the regional food security capability..At the same time,with the depletion of reserve cultivated land resources,under the dual requirements of cultivated land protection and ecological civilization,the contradictions and conflicts between various types of land and cultivated land have become increasingly prominent.It is urgent to optimize and control the existing cultivated land pattern to promote the coordinated development of regions,has become an important topic in the new round of territorial space planning.Up to now,the above problems have not been effectively solved,and there are three main reasons for this.First,there is a lack of a clear understanding of the characteristics and mechanism of the transformation of cultivated land use in the region,and it is difficult to intervene and control at the macro level;second,the optimization and control of cultivated land use lacks planning orientation and predictability,making it difficult to effectively meet the trend of cultivated land use transformation or The transformation of cultivated land use has a positive impact;third,the impact mechanism of different development strategies on the transformation of cultivated land use is still unclear,and it is difficult to propose optimization strategies for cultivated land use according to different development scenarios.However,the existing research lacks targeted discussions on the above three issues,leaving the problems of cultivated land use in large grain-producing counties unresolved.Therefore,it is urgent to carry out relevant research to reveal the characteristics and mechanism of regional cultivated land use transformation,and to clarify different development scenarios.The characteristics of the transformation of cultivated land use,clarify the optimization and regulation of cultivated land use,promote the transformation of cultivated land use and the coordinated development of the economy and society,while reducing land use conflicts and ensuring the continuous improvement of regional food security capabilities.This paper selects a large grain-producing county in Jilin Province,which is located in the core area of black soil,as the research area.Based on the regional system theory of human-land relationship and the theory of comparative advantage,this paper comprehensively sorts out the characteristics of the transformation of cultivated land use in this region and its trade-off and synergy relationship,and deeply explores the driving behind the transformation.and limiting factors,and fully understand the coupling and coordination relationship between cultivated land use transformation and economic and social development.Combined with regional development strategies and planning requirements,five development scenarios were set up to simulate the land use layout in2035,and the characteristics of cultivated land use transformation under different development scenarios were compared to determine the best land use regulation ideas and land use layout optimization plans to promote cultivated land use transformation.Finally,based on the "quantity-utility-efficiency" of cultivated land,macro-zoning of cultivated land is carried out,and reasonable management and control suggestions are put forward in combination with the characteristics of regional cultivated land use transformation.The main conclusions are as follows:(1)Characteristics of cultivated land use transformation in major grain-producing counties in Jilin ProvinceIn the past 30 years,the province’s arable land has continued to be concentrated in large grain-producing counties,and the area of arable land in large grain-producing counties has continued to increase.The newly added cultivated land mainly comes from the net transfer of grassland in the west(255,300 hectares),unused land(123,300 hectares)and forest land in the east(85,600 hectares).scale.The center of gravity of cultivated land continued to shift to the northwest,the regional distribution pattern of cultivated land was further scattered,and the spatial correlation of cultivated land changes was continuously weakened.The score of the implicit transformation of cultivated land use has been greatly improved,and the period from 2000 to 2020 is the most significant period of change.The multi-functional score of cultivated land use increased from 20.94 in 1990 to 37.56 in2020.The continuous improvement of economic and social functions is the main reason for promoting the multi-functional improvement of cultivated land.remained unchanged but with increasing regional differences.The score of cultivated land use intensity has increased from 20.94 points in 1990 to 37.56 points in 2020.Input intensity and output efficiency are the main factors promoting the improvement of cultivated land intensity.There are still shortcomings in sustainability and utilization,and cultivated land intensity is weighted The center of gravity continues to shift to the northwest.On the whole,the unbalanced and uncoordinated situation of cultivated land use transformation in major grain-producing counties in Jilin Province continues to intensify.(2)The driving factors,limiting factors and the coupling and coordination relationship with related systems of cultivated land use transformationThe dominant transformation of cultivated land use is mainly affected by urban construction factors,followed by natural geographical factors and economic development factors.Policy factors have the least impact.Population density,distance from the provincial capital,urbanization rate,annual precipitation and cultivated land quality are the main driving factors..The multi-functional transformation of cultivated land use quality,elevation,proportion of secondary and tertiary industries,and urbanization rate are the main driving factors..The low economic function is the main obstacle to the multifunctional transformation and development of cultivated land.The per capita agricultural output value,the degree of agricultural mechanization,the average output value of cultivated land,the agricultural labor productivity,and the grain commercialization index are the most important obstacle factors.The transformation of cultivated land use intensity is mainly affected by urban construction factors,followed by economic development factors and natural geographical factors.Policy factors have the least impact.The quality of cultivated land,urbanization rate,population density,distance from the provincial capital,and per capita GDP are the main driving factors.Input intensity and low output efficiency are the main obstacles to the transformation of the intensive use of cultivated land,and the output value per labor,mechanical input,food security coefficient,land output value,and electricity input are the most important obstacles.The coupling and coordination relationship of the three systems of cultivated land use transformation-economic and social development-construction land intensive utilization is in the stage of high coupling coordination as a whole,and is mainly based on the primary coupling coordination type.It has strong spatiotemporal heterogeneity.(3)Transformation characteristics and layout optimization regulation of cultivated land use under different development scenariosCombined with the future development strategy of major grain-producing counties,five development scenarios are set,including natural development,cultivated land protection,ecological protection,bottom-line control,and rural revitalization.The PLUS model is used to simulate the corresponding land use layout of the major grain-producing counties in Jilin Province in 2035.The model Kappa coefficient is 0.742,and the comprehensive accuracy reaches 83.72%,which meets the research needs.Comparing the transformation of cultivated land use under five development scenarios,the results show that spatial constraints can promote the transformation of cultivated land use,but the existing pattern of protection space still needs to be properly optimized.After optimization and adjustment of permanent basic farmland and ecological protection red line,and redetermination of optimization rules,a land use layout plan based on the transformation and optimization of cultivated land utilization was obtained.The plan calls for the adjustment and optimization of 108,500 hectares of permanent basic farmland,and the adjustment and optimization of 23,000 hectares of ecological protection red lines,which can effectively promote the transformation of cultivated land use for the better.The index system of cultivated land use based on "quantity-utility-efficiency" was constructed,and the two-dimensional graph theory clustering method was used to classify the cultivated land use in large grain-producing counties.Quality-increasing production zone(zone I),large-scale agricultural and ecological protection zone in Jixi(zone II),agricultural hightech industry demonstration zone in Jizhong(zone III),characteristic agricultural improvement zone in southeastern Jilin(zone IV),and grain production function in Jidong Potential area(V area),and put forward corresponding management and control suggestions based on the characteristics of each subregion,the transformation law of cultivated land use and the driving factors.
