Research On The Path Selection Of Refined Governance Of Urban Community

At present,China is in the context of the era of social change and economic transformation.The process of urbanization presents the characteristics of time discontinuity and spatial imbalance.As a result,leading to contradictions in urban community and bringing more serious challenges to their governance.Therefore,it is a realistic choice to get rid of the traditional empirical single-governance governance model and promote the fine governance of urban community governance to the synergy of all parties.First of all,refined governance can extend the governance "tentacles" to all corners of the urban community,realizing the concept of "excellence and attention to detail" in the field of community governance.Secondly,refined governance emphasizes that the government,community self-governing organizations and the community and the public jointly work together to create a social governance pattern of co-construction,co-governance and sharing.It is also a reform and innovation of the administrative model of the past strong government.Thirdly,refined governance takes information technology as its own development foundation,and relies on e-government platform to introduce data analysis from the "technical-rational" dimension in public affairs processing.Finally,Remodeling the cultural identity of the whole society's fine ideas,strengthening the political identity of the governance and co-governance of all parties,and enhancing the sense of cooperation in the transformation of the urban community governance model will promote the smoother governance of the road.This paper takes the theory of governance,new public service theory;lean management theory as the theoretical basis of writing,and sorts out the refined governance framework of urban community,in order to explore the difficulties and causes of china's current process of promoting refined governance of urban community.It believes that the main problems are:low diversity and synergy of governance entities,inadequate system norms,block of governance process operation,incomplete information infrastructure and lack of professional talents.The corresponding causes are reflected in the lack of idea on the refined governance,incomplete transformation of government functions,the problem of legal construction and mechanism design and limited capital investment.Then,by drawing on the domestic and international community governance model,further summarize the useful experience and bring inspiration for promoting the refined governance of urban community.Finally,on the basis of the above,seeking the path of refined governance of urban community from five aspects:subject,specification,guarantee,technology and block.And then provide possibility of ideas for building a harmonious and livable urban community.
