Social organizations participating in elderly care services is the only way to promote the diversified development of elderly care services,and also the key to advance the modernization of China’s system and capacity for governance.In reality,the function of social organizations in elderly care services is generally closely related to the lack of effective incentives.The basic subject to stimulate the enthusiasm of social organizations participating in elderly care services is the construction of incentive system.This paper attempts to go beyond the narrow sense of organizational incentives and analyze the incentives of social organizations participating in elderly care services from a systematic perspective.Based on the multiple theoretical perspectives of neo-institutionalism,social network,and organizational identity,this paper constructs a three-dimensional incentive theoretical framework of social organizations participating in elderly care services by revising the applicability of Guo Yuhua et al.’s theory of social organization incentive mechanism.The purpose of this paper is to explore and explain the main incentive factors and mechanism of social organizations participating in elderly care services from three levels: institutional environment,network interaction,and the organization itself.Using institutional analysis method,case study method,questionnaire survey method and ANP to analyze the main incentive factors and mechanism of social organizations participating in elderly care services from the institutional environment,network interaction,and the organization itself.At the level of institutional environment,the study found that:(1)The three dimensions of macro-institutional environment,micro-institutional environment and institutional implementation environment constitute the explanatory framework of institutional environment incentives.(2)The biggest incentive dimension is institutional implementation environment,followed by micro-institutional environment and macro-institutional environment;the primary incentive factors are state support,implementation effectiveness,planning forward-looking,smooth collaboration,and state attention.(3)The institutional implementation environment mainly enhances the policy implementation effect and organizational development expectations by reducing the institutional tension created by the vertical hierarchical transmission implementation and horizontal departmental collaborative implementation;the micro-institutional environment mainly provides basic institutional guarantees for regulating and supporting the behavior of social organizations through comprehensive specific institutional provisions;the macro-institutional environment mainly promotes the introduction and implementation of the top-level system by optimizing the national governance concept and promoting the overall deployment.At the level of network interaction,the study found that:(1)The three dimensions of administrative network interaction,public welfare network interaction and business network interaction constitute the explanatory framework of network interaction incentives.(2)The biggest incentive dimension is administrative network interaction,followed by public welfare network interaction and business network interaction;the primary incentive factors are governmental support,governmental recognition,social recognition,government-social organizations interaction,and social support.(3)Administrative network interaction mainly improves the legitimacy,credibility and support of social organizations through trust and cooperation established between government and social organizations;public welfare network interaction stimulates the sense of morality and responsibility of social organizations through the production and practice of public welfare culture,which encourages social organizations to continue to promote elderly care services;commercial network interaction promotes social organizations to change and innovate through commercial means,expands funding sources and enhances organizational competitiveness.At the level of organization itself,the study found that:(1)The three dimensions of work motivation,organizational identity and organizational culture constitute the explanatory framework of organizational selfincentives.(2)The biggest incentive dimension is work motivation,followed by organizational culture and organizational identity;the primary incentive factors are people-oriented,public welfare spirit,leadership ability,organizational mission,and business training.(3)Work motivation mainly promotes the efficiency and capability improvement of elderly care services provided by social organizations and the professional development through enhancing employees’ sense of gain and satisfaction;organizational culture guides employees to form elderly care service behaviors with family affection,philanthropic devotion,and goal expectations by giving employees value concepts and congregating value consensus;organizational identity attracts employees trust,and thus can enhance organizational commitment and cohesion through enhancing employees’ sense of belonging.The main innovations of this paper are as follows: First,it discusses the diversified incentives of social organizations participating in elderly care services in the perspective of Chinese special state governance,social governance and organizational operation,and constructs a three-dimensional incentive theoretical framework of social organizations participating in elderly care services,as well as promotes the theoretical development of social organization incentive research.Second,it analyzes the dimensional structure and incentive factors of the institutional environment incentives,network interaction incentives and organizational self-incentives for social organizations participating in elderly care services,and determines the corresponding weights.Third,it clarifies the main mechanism of social organizations participating in elderly care services from the three levels of institutional environment,network interaction and the organization itself,and proposes a relatively complete incentive formula for social organizations participating in elderly care services.
