A Study On The Influencing Factors Of Elderly People's Use Of Elderly Care Services

The rapid development of population aging has become a major issue of general concern in our society.In the context of the diversification of elderly care needs,the weakening of family care functions,and the limited government resources for the care of the elderly,it is a general trend to introduce social forces to provide elderly care services to meet the needs of the elderly.Although the Chinese government has issued a series of guidance on promoting the development of the elderly care service industry,and the supply of elderly care services is becoming more and more perfect,the utilization of elderly care services by the elderly is not ideal,and elderly care services have value only when they are truly used by the elderly.Therefore,it is of great significance to study the factors influencing the use of elderly care services by the elderly,which can help improve the effect of service utilization,optimize the supply structure,and promote the matching of supply and demand.This article uses the 2016 China Senior Citizen Social Tracking Survey data(CLASS).First,it conducts a descriptive analysis of the current situation of senior citizens' use of senior care services.The results show that the utilization rate of elderly care services by the elderly is generally low,and the utilization rate of life care and spiritual comfort services is much lower than that of medical rehabilitation services.Then,according to the revised Anderson model of health service utilization,the main influencing factors of the elderly's utilization of life care,medical rehabilitation and spiritual comfort services were studied respectively from five aspects: propensity factor,promotion factor,need factor,cognitive factor and policy factor.The results showed that the propensity factor,the promotion factor and the need factor would significantly affect the elderly's use of various types of pension services.The cognitive factors including life satisfaction and the concept of responsibility for the aged and the policy factors such as basic endowment insurance have an impact on the elderly's choice of life care services.Finally,based on the data analysis,it points out that the utilization of the elderly care services exist using inadequate,unbalanced and the use of the problem of insufficient power.And based on the welfare pluralism theory,it analyses the reasons of the problems including a limited government action,low level of market supply,lack of social forces,limited abilities of the elderly.According to the reasons for the problems,we put forward countermeasures and suggestions from the four levels of policy makers,service providers,service participants and service recipients,including improving relevant laws and the social elderly service system,providing diversified services,improving service quality,creating the elderly-friendly community,training awareness of service utilization,and improving the self-care ability etc.
