| The rural revitalization strategy is a national strategy which has become the general hand that promotes the work of“Three Agriculture”,as well as the general engine that leads the county development.In this regard,the county constitutes the "first-line command" for the implementation of the rural revitalization strategy.Accordingly,the county party secretary has become the "commander-in-chief" and "first responsible person" for the completion of strategic tasks.As a strategic group,they bear great responsibility,fulfill an honourable mission,and are the key to the country’s fortunes and people’s livelihoods.Their leadership level is important for the destiny of the party and the country,also has a profound impact on the well-being of villagers and achievement of the strategic tasks.On this base,this paper focuses on the comprehensive use of development concepts and leadership theories in the context of the rural revitalization strategy to build a new type of leadership structure highly suited to the requirements of rural revitalization strategy,with the aim of taking development as the starting point and base point of the leadership construction of county party secretaries,and providing systematic and feasible new ideas and paths to optimise the construction.In terms of problem orientation,most of the existing leadership construction of county party secretaries is constructed based on management,service and governance as the core bases,which to a certain extent presents a de-embedded situation with the requirements of the tasks of the rural revitalization strategy,coupled with the leverage of various types of assessment and appraisal that have already been carried out at the realistic level,which makes the construction of the leadership of the county party secretaries present a certain degree of deviation and fragmentation.For this reason,the foothold of this paper is to reconstruct the core starting point and base point of leadership construction,which is mainly based on the development system.The development system,on the other hand,is a system based on a free market system,an adequate participation system,an effective incentive mechanism and a perfect credit system.From the perspective of political science,the development required for rural revitalization goes far beyond the mere disciplines of economics,management and sociology,and rises to become a conceptual and theoretical system with strategic and political connotations.Amartya Sen pointed out in his research,freedom is not only the purpose but also the main means of development,which is essentially the process of expanding the real freedoms that people enjoy.In the theoretical basis and analytical framework section,this study synthesises the body of knowledge and research methods of strategic group theory,transformational leadership theory,empowerment theory and endogenous development theory.Specifically,the strategic group theory highlights the strategic role of the county party secretary group and the commonality of the pursuit of values;the transformational leadership highlights its creativity and breakthrough in the face of new tasks and new requirements;the empowerment is embodied in the authorisation and decentralisation of the object to bring about participation in the effectiveness and originality;and the endogenous development constitutes the main purpose of the rural development and the basic path.On this basis,the analytical framework of this paper is derived to fully respond to the problematic awareness and form a unified research structure.The rural revitalization strategy cannot achieve expected goals and requirements without the leadership,decision-making,supervision and implementation of county party secretaries.And it also provides a new type of practice platform for county party secretaries to promote leadership building.Therefore,it is important to ensure the coupling of strategic tasks and capacity building.The rural revitalization strategy is essentially a systematic project of rural development,After the revitalized of countryside,the county will inevitably show prosperity.From the development history of countries around the world,any modern country,as long as the countryside presents a situation of affluence,the county must present a strong and prosperous pattern.On the other hand,the gradual completion of the tasks of the rural revitalization strategy will show an absorption effect.In other words,it will gradually dissolve the contradictions and problems in other areas,and through the trickle-down effect brought about by development,it will spontaneously or even automatically satisfy some of the secondary needs of other regional areas,which is the fundamental difference between the development of counties and villages and that of cities.Firstly,this study accurately,scientifically and clearly locates the task requirements put forward by the rural revitalization strategy to the county party secretary group and subdivided into actionable concrete levels,which constitutes the antecedent condition.Through the careful analysis process of the rural revitalization strategy and the content of this research,we conclude that: economic development constitutes its core task,social equity constitutes its value task,overall security constitutes its bottom-line task,and effective governance constitutes its main task.Specifically,promoting the transformation and upgrading of industrial structure,narrowing the gap between urban and rural areas,and promoting the high-quality development of counties and villages constitute the concrete expression of the core tasks;ensuring the general balance and Pareto optimality among ethnic groups,regions and incomes constitutes the concrete expression of the value tasks;ensuring food security,ecological security and industrial security constitutes the concrete expression of the bottom-line tasks;achieving the organic integration of autonomy,rule of law and moral rule,ensuring that the main subjects of governance have a certain degree of equality,and consistently orientated towards the completion of strategic tasks constitute a concrete expression of the main tasks.Secondly,under the requirements of the national political system and governance system,and under the clear regulation of the contents of various policy texts,the leadership elements at the contingent level are constructed with a certain macroscopic and encompassing nature,which constitutes an important foothold of this paper,so as to make the leadership structure of the county party secretaries better able to adapt to the specific requirements of national strategies and various policies,and to ensure that the implementation process is consistent,the orders are smooth and the performance of the industry is remarkable.Similarly,based on the real environment,real space,performance differences and experience differences faced by county committee secretaries,and taking the preference expression of county committee secretaries as the entry point,the leadership elements of county committee secretaries at the real level are established,which not only guarantees the diversification of the ability elements,but also embodies the novelty and uniqueness of the research,and enables the capacity building of county committee secretaries to meet the real needs and real scenarios of the front line,and lays a solid foundation for the effectiveness of rural revitalization in different spaces,which constitutes the focal point of this paper.In addition,the integration of the contingent and actual levels ultimately establishes a leadership structure with coupling,adaptability and inclusiveness,and examines the rationality,scientificity and effectiveness of this structure through the process of reification at the practical level,which constitutes the focus of this paper.Finally,this study systematically proposes a specific path for the leadership construction of county party secretaries.With the help of a large number of investigation and face-to-face interviews,the research results show that: the existing leadership construction of county party secretaries presents a de-embedded situation to the requirements of the tasks of the rural revitalization strategy,and the various types of assessment and evaluation that have been carried out have exacerbated the fragmentation of the leadership construction,which makes it arise a situation to a greater extent which deviate from the capacity building required by the development system.Specifically,leadership building based on the management system shows attribute of excessive centrality and control;leadership building based on the service system shows characteristics of excessive stylized;and capacity building based on the governance system shows tendency of excessive complexity.In particular,too many types of assessment and supervision and application of results was overextend have brought about the deviation and fragmentation of the capacity building of county party secretaries.On the basis of theoretical analyses and practical grasp of these problems,this study proposes specific strategic choices.From the perspective of leadership,the leadership of county party secretaries in contemporary China originates both from the institutional transplantation of the leadership authority that party organizations have at the local level,and thus is distinctly political and authoritative,as well as from a series of performance exercises,observation and learning,matter disposal,interpersonal communication,and organizational learning carried out in practical activities,and thus has a certain degree of autonomy and execution.In this sense,the leadership construction of county party secretaries presents a high degree of complexity,multidimensionality,dynamism,process,outcome and other features.Overall,this study follows the research ideas of unity of history and logic and combination of theory and practice,and draws basic research conclusions:Firstly,the strategic goal of rural revitalization shows a tendency to be task-oriented.In other words,this strategic goal is strictly regulated through a specific task map.The task orientation brings about the specific focus and power-point of leadership building,and also provides a clear standard for the effectiveness of leadership building.Secondly,task requirements have the attribute of competence.In other words,county party secretaries who fulfil strategic groups of task requirements carry out capacity building and are highly adapted to task requirements.Third,there are structured and performance-based requirements for capacity-building.The capacity building of county committee secretaries must have a certain degree of structure,thereby meeting both the task and performance industry of the strategic requirements and the flexible adaptation situation brought about by the spatial differences of counties.At the same time,the effectiveness of leadership building depends on the effectiveness of fulfilling the task requirements. |
