The construction of world first-class universities and first-class disciplines("double first-class" for short)is a major strategic decision and deployment made by the Central Committee of the Communist Party of China and the State Council of China to accelerate Chinese higher education construction in the new historical period.It facilitates the promoting of the comprehensive strength and international competitiveness of Chinese higher education.It enables to provide strong support for achieving the goal of "double one hundred years" and the Chinese dream of the great rejuvenation of the Chinese nation.Under the realistic background of that the first five-year cycle of "double first-class" construction is going to an end,we make an in-depth research on the evaluation and promotion strategies of the generalized social service ability of "double first-class" construction universities.On the one hand,this topic helps to recognize the status of the generalized social service ability of "double first-class" construction universities,promote the construction through evaluation and the generalized social service ability of "double first-class" construction universities,and then push forward the connotative development of "double first-class" construction universities.On the other hand,this topic helps to recognize the gap in the generalized social service ability of "double first-class" construction universities compared with world first-class universities.By studying the beneficial experience of generalized social service ability construction formed for a long time of world first-class universities and the enlightenment to "double first-class" construction,it promotes the reform through evaluation and leapfrog development of "double first-class" construction universities,and then assists the strategy of strengthening the country through higher education.Therefore,the research on evaluation and promotion strategies of the generalized social service ability of "double first class" construction universities is closely linked to the major national strategies and the needs of development needs of universities.It is just in time and in need,and has important practical significance and practical reference value.The research results of this thesis are mainly summarized as follows.(1)Evaluation model construction of the generalized social service ability of "double first-class" construction universities.As an academic organization,the university’s generalized social service refers to all the contributions made to society.From the perspectives of political philosophy of higher education and symbiosis theory,five university functions,i.e.,talent cultivation,scientific innovative research,narrower social service,cultural inheritance and innovation,and international exchange and cooperation,are an interdependent and mutually promoting symbiosis system and together comprise the university’s generalized social service.Therefore,the evaluation of the university’s generalized social service ability of "double first-class" construction universities is a complex systemic problem.It is quite difficult to select completely independent evaluation indicators.In view of this,this thesis utilizes the method of Analytic Network Process(ANP)to build an evaluation model of the generalized social service ability of "double first-class" construction universities.The evaluation index system includes 5 first-level indicators,i.e.,talent cultivation ability,scientific innovative research ability,narrower social service ability,cultural inheritance and innovation ability,and international exchange and cooperation ability,and 18 second-level indicators.In order to verify the objectivity and rationality of the evaluation index system,this thesis utilizes factor analysis method to verify the evaluation model of the university’s generalized social service ability of "double first-class" construction universities.The result shows that the cumulative variance contribution rate is 72.309%,which is higher than 70%.Thus,the index system constructed in this thesis contains the main information of the university’s generalized social service ability of "double first-class" construction universities,and is an objective and rational evaluation index system.(2)The application of the evaluation model of the generalized social service ability of "double first-class" construction universities.Using the evaluation model of the generalized social service ability of "double first-class" construction universities,the generalized social service ability of 137 "double first-class" construction universities(except military academies)are quantificationally evaluated and sorted by the generalized social service ability score in this thesis.The obtained research conclusions are as follows.Firstly,the overall performance of first-class construction universities is excellent,and they have obvious advantages compared with first-class discipline construction universities.Secondly,some first-class discipline construction universities have outstanding performance,and form the competition pressure to low-ranking first-class construction universities.Thirdly,on the whole,comprehensive universities have performed well and have obvious advantages over professional universities.In order to verify the objectivity and rationality of the evaluation results,this thesis utilizes Spearman rank correlation coefficient method to analyze the correlation and consistency between the evaluation results of university’s generalized social service ability of "double first-class" construction universities and the domestic well-known university rankings with high credibility.The result shows that the evaluation results given in this thesis are objective and reasonable.(3)Evaluation and comparative analysis of the generalized social service ability of top Chinese and foreign universities.This thesis utilizes the method of Analytic Network Process to build an evaluation model of the generalized social service ability of world "first-class" universities.The evaluation index system includes 4 first-level indicators,i.e.,talent cultivation ability,scientific innovative research ability,narrower social service ability and international exchange and cooperation ability,and 11 second-level indicators.The generalized social service ability of 30 top "double first-class" construction universities and30 internationally recognized world first-class universities are quantificationally evaluated.It forms an accurate and objective judgment on the advantages and disadvantages of the generalized social service ability of "double first-class" construction universities.The obtained research conclusions are as follows.Firstly,the gap between 30 top "doubles first-class" construction universities and 30 internationally recognized world first-class universities is obvious.Secondly,in the terms of four first-level indicators,compared with 30 internationally recognized world first-class universities,30 top "double first-class" construction universities perform better in the aspect of the achievement transformation ability,and perform worse in the aspects of the talent cultivation ability,scientific innovative research ability and international exchange and cooperation ability.Thirdly,the United States and the United Kingdom have obvious advantages in the aspects of both the number and the generalized social service ability level of world first-class universities,compared with 30 top "double first-class" construction universities.This thesis utilizes factor analysis method and Spearman rank correlation coefficient method to test the evaluation model and results respectively,whose results confirm the objectivity and rationality of the evaluation model and results.(4)Experience and enlightenment of the generalized social service ability construction of world first-class universities.From the perspectives of five university functions,i.e.,talent cultivation,scientific innovative research,narrower social service,cultural inheritance and innovation,and international exchange and cooperation,this thesis studies the beneficial experience of the generalized social service ability construction formed for a long time of world first-class universities.Combining with the realistic status of "double first-class" construction universities,this thesis proposes specific enlightenment to the improvement of generalized social service ability,and provides the valuable reference on the research of promotion strategies of the generalized social service ability of "double first-class" construction universities.(5)Promotion strategies of the generalized social service ability of "double first-class" construction universities.Based on the research results of the evaluation of the generalized social service ability of "double first-class" construction universities and top Chinese and foreign universities,drawing lessons from the generalized social service ability construction of world first-class universities,combining the policy requirements and development status of "double first-class" construction universities,this thesis proposes promotion strategies of the generalized social service ability of "double first-class" construction universities.It provides a very useful reference for the formulation of relevant measures for "double first-class" construction universities.
