In the increasingly globalized economic environment,the domestic regional economic development shows a differentiated development trend,and there is still a large gap in economic development between the eastern,central and western regions.With the deep integration of innovation drive and China’s economic and social development,regional innovation plays an important role in promoting regional economic development and achieving national modernization.In the 14 th Five-Year Plan,the country attaches great importance to implementing human resource strategies and building a strong and innovative scientific and technological nation,and the science and technology human resource policy is perhaps the most important instrument for implementing human resource strategies,and it can also provide the necessary policy guarantee for the collaboration between industry,university and research.Based on this,this paper investigates the relationship between science and technology talent policy,industry-university-research synergy and regional innovation performance from the perspective of seeking effective policy combinations.Based on the review of literature,this paper analyzed the mechanism of "science and technology talent policy-industry-university-research synergy-regional innovation performance",and after measuring each variable and its alternative indicators,we selected 27 provinces from 2011 to 2018 to build a balanced panel.official data to construct a balanced panel,using principal component analysis,coupling degree measure model,fixed effect model and threshold regression model,and conducting an econometric analysis of the research object through stata15,the results show that(1)There is a clearer link between science and technology human resources policies and regional innovation performance.(2)There is a nonlinear relationship between science and technology human resource policies and regional innovation performance.(3)The impact of science and technology talent policies and industry-university-research synergy on regional innovation performance is better in the central and eastern regions than in the western regions.(4)When industry-university-research synergy is the threshold variable,the critical value is 0.5240,and the higher this critical value,the better the positive incentive effect of science and technology human resource policies on regional innovation performance is than the incentive effect below the critical value.Based on the empirical results,the following policy recommendations were developed:(1)In the process of using science and technology talent policy to improve regional innovation performance,attention should be paid to the coordination role of the policy combination with industry-university-research synergy.(2)Combining the actual situation of each place,targeted formulation of science and technology talent policy and promotion of industry-university-research synergy.(3)The government should actively play a macro-control role to improve the construction of regional innovation system.(4)Establish awareness of spatial management of scientific and technological talents and cultivate a high-quality scientific and technological talent team.(5)Establish a sound intellectual property protection system to protect the stability of scientific and technological talent policy and industry-university-research synergy.This paper derives the optimal synergy interval between science and technology talent policy and industry-university-research synergy for regional innovation performance from empirical analysis,which has important theoretical and practical significance for improving the precise and effective design of provincial science and technology talent policy,optimizing industry-university-research synergy and promoting regional innovation performance. |
