In an age of knowledge-based economy, the economic growth pattern is changed from the traditional material driven to knowledge driven, knowledge innovation has become the main driving force to promote economic growth. As an important organization form of knowledge innovation, Industry-University-Cooperation integrates the resources of University-Research party and industrial party and realizes knowledge transfer and knowledge creation, it finally promotes the transformation of university(research institution) achievements and enhances the technological capability of enterprise. The policy of Industry-University-Cooperation is the main means of government to intervene the cooperation of industry and university, which is able to provide policy support for the good development of Industry-University-Cooperation.Among the relative subjects of I-U-C, as the supplier of knowledge, universities possess the plentiful knowledge resource, which is an important source of knowledge innovation and plays a leading role of science and technology in the area of national capacity-building. Our government proposes the ambitious goal of establishing C hina as an innovative country in 2020, which puts forward higher request to the university knowledge innovation ability. The implementation of I-U-C is the only way to realize the close combination of knowledge innovation and economic development, which is quite significant to enhance the knowledge innovation ability of universities. The existing research of the I-U-C focus on the enterprise knowledge innovation and neglect the university innovation knowledge. We take the I-U-C policy as the breakthrough point, discuss the evolution trend of the I-U-C policy since the reform and opening up, develop the model of university knowledge innovation chain by introducing I-U-C policy variable in the view of I-U-C, and pay special attention to the role of I-U-C policy in the process of university knowledge innovation.Firstly, basing on the national level, we establish standards for the measurement of I-U-C policy by collecting the I-U-C policies which are issued by nation and ministries and commissions. Basing on the quantitative results, we describe the evolution of the I-U-C policies since 1985 from three aspects of policy intensity, policy measures and policy objectives, clear the distribution of policy measures, found the defects in the policy system, and provide direction and suggestion for the government to formulate new policies. Secondly, basing on region level, we collect I-U-C policies of local government and take them for quantification, and introduce the policy variable into the model of university knowledge innovation chain. In this paper, the university knowledge innovation chain is divided into 4 stages, including policy support, scientific research activity, knowledge creation and knowledge transformation, specifically including A complete university knowledge innovation process: support of I-U-C policy â†' school-enterprise cooperation, school- government cooperation â†' paper output, patent output â†'transfer of scientific and technological achievements. We take mediation test between I-U-C policy and university knowledgw creation, examine threshold effect of I-U-C policy on university scientific research activities, and have a research on the value realization process of university knowledge innovation chain in stages with the method of k nowledge production function. All the researches are based on the data of university s cientific and technological activities’ panel data of 30 provinces, municipalities and autonomous regions in China.The main conclusions of the study are as follows :(1) In different stages, the focus of the research on policy measures and policy objectives is different. The fiscal and taxation measures and financial measures are lacking, As for policy objectives, it has developed from a stage of single factor to promote to a stage of factor driven, environmental construction and technology driven of the three parties to jointly promote.(2) School-enterprise cooperation and school-government cooperation ha ve the intermediary effect between I-U-C policy and university knowledge creation.(3) The I-U-C policy has the threshold effect on the interaction mode between school-enterprise cooperation and school- government cooperation.(4) Papers of university is mainly affected by the school- government cooperation, while patent is mainly affected by the school-enterprise cooperation. The university knowledge transformation is mainly related to the patent output.
