The overall allocation of higher education resources in China is relatively poor,and the problem of unbalanced allocation is more prominent.It is difficult for most colleges and universities to effectively play the basic functions of personnel training,scientific research and social services.In particular,some local colleges and universities due to local economic and social development conditions,making this problem is particularly prominent.With the gradual application of artificial intelligence,block chain,cloud platform and big data in the field of higher education,it is possible for colleges and universities to share educational resources comprehensively and effectively.Under the guidance of the education authorities in C province,12 regional colleges and universities have launched the action of educational resource sharing.Through the intelligent Internet interactive platform,they have realized the effective sharing of human resources,information resources,curriculum resources and other educational resources,and achieved significant economic and social benefits.In other places,regional colleges and universities have carried out the sharing of educational resources in their own ways,and achieved remarkable results.However,through the analysis,it is found that there are still some problems in the sharing of educational resources in colleges and universities,such as the backward concept of sharing,the lack of motivation for sharing,and the lack of theoretical support for sharing.As a novel economic model,sharing economy has become an important issue for the government to promote development,a hot issue in academic research and a practical issue for the development of colleges and universities themselves.The essence of sharing economy is to optimize resource allocation and realize low-cost resource sharing.Therefore,resources are the basis of sharing economy,sharing is the mode of sharing economy,benefit is the essence of sharing economy,and resource problem is the logical starting point of the study of sharing economy.As for the sharing economy of educational resources in colleges and universities,the main logic of the research is : resources→educational resources→regional educational resources→ resource sharing→sharing economy→regional educational resources sharing economy→benefit model→mechanism construction.The main research methods are survey method,literature method and case method,and the problems are analyzed and solved through theoretical research and empirical research.Taking 12 regional colleges and universities as samples,the paper analyzes the allocation of educational resources and finds that there is still a gap between the quantity of human resources such as the ratio of students to teachers,the quality of human resources such as the proportion of professors and doctors and the basic requirements of the general colleges and universities of the ministry of education.The allocation of material resources only meets the requirements of the per student investment,and there is a gap with the actual needs of discipline construction;The construction of information resources is relatively backward.The overall purpose of network platform construction is to meet the needs of management,and the useful information resources that can be shared are scarce.In addition to a small number of high-quality courses and open courses running online,there is almost no systematic online course resources,and there are fewer high-quality course resources.In addition to a few national,provincial and regional first-class disciplines and characteristic disciplines,there is no more outstanding brand resources in the construction of brand resources.The overall governance structure and governance system requirements of the construction of institutional resources in regional colleges and universities are the same.The differences reflect the construction and operation of internal individual systems,and the institutional benefits brought by institutional resources are not significant.On the other hand,through the special investigation ofeducational resource sharing,it is further found that 12 sample universities do not know much about educational resource sharing.Lack of the concept of opening and sharing highquality education resources.Lack of understanding of the benefit of educational resource sharing,lack of motivation for resource sharing,focus on the form of information platform and play down the role of information platform.Teachers and students have the desire to share educational resources,but the school lacks effective sharing mechanism.The problems of the above sample colleges and universities have strong universality,which will further add the contradiction between the relatively scarce educational resources and the needs of colleges and universities,as well as the contradiction between the unbalanced allocation of educational resources and the demand for high-quality educational resources.Through the successful practice in recent years,it has been proved that the paradox of resource scarcity and resource idleness can be solved by resource sharing,and the economic benefits can be further improved by optimizing the allocation of resources.From the perspective of the simplified model of sharing economy,it mainly includes three elements of "available idle resources,interactive sharing platform and consumer demand".Through the interaction of the three elements,we can realize the cheap sharing of resources,and then create the economic benefits of resource sharing.Compared with the sharing economy of enterprises,the sharing economy of educational resources in colleges and universities has more particularity.This is mainly reflected in the following three aspects,focusing on the sharing of all elements of resources to create social and economic benefits in the shared resources,showing continuous time high-performance support on the interactive sharing platform,reflecting more knowledge resource demand than general commodity demand on consumer demand.Based on the comparative study of various modes of educational resource sharing in colleges and universities,a general model of educational resource sharing economy in colleges and universities based on the internet is proposed and established.And,the dynamic model and conceptual benefit model of university education resource sharing economy are analyzed and put forward combined with the education dynamic model and the economic cost-benefit structure model.Furthermore,the research on the sharing economy of regional higher education resources has been carried out from two dimensions of theoretical research and practical action to promote the effectiveness of the sharing economy of regional higher education resources,combined with the ongoing economic action of sharing education resources of 12 regional higher education institutions.Higher education has the attribute of quasi-public goods.The sharing economy of educational resources in colleges and universities should include three aspects: social benefit,ecological benefit and economic benefit.The social benefits of the sharing economy of educational resources in colleges and universities are mainly reflected in two aspects: first,the sharing economy relies on technology and service means to promote the realization of social equity and justice,and effectively solves the problem of unbalanced distribution of educational resources in colleges and universities;second,the talents cultivated in colleges and universities,the achievements of scientific and technological innovation and the achievements of cultural inheritance and innovation play a role in the development of the country,society and nation.The sharing economy of educational resources in colleges and universities reflects its ecological benefits through the optimal allocation of resources among colleges and universities in the region,which requires the effective coordination between colleges and universities and the leadership of the competent government departments(not as the content of this study).The economic benefits of the sharing economy of educational resources in colleges and universities should be considered from three aspects: micro(one college),medium(regional college)and macro(the whole country and Society).From the perspective of microeconomics,a college education resource contains seven elements,each of which has different sharing and economic attributes.Each resource element has different supply and demand attributes(such as compatibility and exclusivity,zero marginal cost and scale marginal cost).Thus,it reflects the relative price of different resource elements sharing,and establishes the corresponding cost-benefit model for economic benefit analysis.The economic benefit of regional university educational resource sharing is a comprehensive reflection of the economic benefit of regional university educational resource sharing.By analyzing the changes of resource elements in the process of Regional University sharing,the overall benefit of regional university education resource sharing economy can be effectively improved.The theory of sharing economy is not mature and perfect,sometimes it is cross used with "collaborative consumption" and "sharing economy",and there is less research on the sharing economy of educational resources in Colleges and universities.However,the practice of sharing economy has achieved many successes,and it has become unstoppable as a new economic form.Under the guidance of the competent department of education,the economic action of sharing educational resources in regional colleges and universities has been initiated.In view of the allocation of educational resources and the problems existing in the sharing of regional colleges and universities,an intelligent sharing platform is established and some sharing practices of resource elements are carried out.The analysis of the effectiveness of sharing action shows that the economic model of sharing educational resources in Colleges and universities in the region is feasible and the benefit of sharing is significant.In order to achieve greater sharing economic benefits,regional colleges and universities need to build a management mechanism of "co governance","co construction and sharing" operation mechanism and "platform policy" guarantee mechanism.In the development of regional university education resources sharing economy,the government should embody the "leading" of resources sharing policy and the "public welfare" of shared resources.Regional colleges and universities should embody the "subjectivity" of sharing actions and the "education" of sharing activities.The society should embody the "marketability" of resource allocation and the "economy" of resource sharing.Only when the government,the regional universities and the society coordinate and unify organically,can the greater benefit of the sharing economy of the regional university educational resources be created,so as to improve the efficiency,quality and level of school running.
