Based on the balanced allocation of the educational information resources, this paper mainly researched the model of educational information resources "Regional Co-Construction and Sharing". In order to solve the current problems of the construction of information resources, we started our research. Based on the information society background, the long-term aspirations for education equity, and the practice experience on the current educational information resources Co-construction and sharing, we made this choice. By sorting out, analyzing, and summarizing, we made the core content of this research. As the research content, basic educational information resources was narrowly defined information resources, which was digitized, which you could run on the network or multi-media environment. "Regional" was referred to the administrative division-based jurisdiction. The mainly methods in this paper were literature analytic method, interview method, qualitative methods and comparative analysis. The aims were:explaining the status of our educational information resource construction, analyzing the obstacles of the resource construction, exploring the possibility of resource "co-construction and sharing", building the model of educational information resources "Regional Co-Construction and Sharing".This paper researched the problems of educational information resources "Regional Co-Construction and Sharing", mainly from five parts.First of all, this paper introduced the background of problems of educational information resources "Co-Construction and Sharing", studied out the content, the method and the purpose of this research, the signification of study as well.Then, by sorting out status of foreign educational information construction, concluded the trend of educational information construction; by analyzing the reasons and problems of educational information construction, and scholars'studies about educational information resources "Co-Construction and Sharing", confirmed the core concept and direction of this study. The next, this paper proved the necessity and feasibility of educational information resources co-construction and sharing form three aspects:the reality proof shortages on school constructing educational resources; the theory proof characteristics of information resources etc; and technical proof education MAN and campus network.And then, building the model of educational information resources "Regional Co-Construction and Sharing", from the view of system. This model referred to five factors:organizer and manager, providers, users, educational information resources, and operational mechanism. Compared the two models, the new model can to improve the quality of educational resources, increase the repository of content for a region and avoid the problem of redundancy and repetition in building such repository.At last, it mainly introduced the operational mechanism of the educational information resources "Regional Co-construction and Sharing". By analyzing the operational model of "Chinese Journal Full-text database", this paper built the operational mechanism of "government-led, joint development between enterprises and schools, the school application" which mainly included the organization guarantee, funding guarantee mechanism, development, competition mechanism, incentive mechanism, as well as incentive mechanisms for the use of resources, etc. Theoretically, this model should proved to realize the development of educational information resources in a commercialized.。...
