As a unified multi-ethnic country,in order to promote the balanced development of all ethnic groups and regions and promote the common prosperity of the whole nation,the Vietnamese Party and the Vietnamese Government attach great importance to the development of the education of ethnic minorities.As a Chinese learner from Vietnam,"Research on the Education Policy of Ethnic Minorities in Vietnam in the 21 st Century" is a topic that the author has been concerned about for a long time,because the study of the education policy of ethnic minorities in Vietnam not only has the practical significance of preserving multiculturalism and promoting the sustainable development of ethnic minority education,but also has the political significance of promoting the social and economic development of ethnic minority areas and realizing the long-term stability and prosperity of Vietnam.Taking the education policy of ethnic minorities in Vietnam in the 21 st century as the object,this paper mainly uses the literature research method,historical research method and comparative research method to study the background of the introduction of the education policy of ethnic minorities in Vietnam,the historical process of the emergence and development of the policy,the theoretical basis of the policy,the characteristics of the policy,the value orientation of the policy,the basic policy formulation,the main content of the policy and the implementation effect of the policy.The introductory part focuses on the reasons for the selection of the topic and the significance of the research,sorts out the relevant literature at home and abroad,defines the relevant core concepts,and explains the research methods and research ideas of this paper.Chapter 1,"Background and Historical Review of the Education Policy for Ethnic Minorities in Vietnam",introduces the background of the education of ethnic minorities in Vietnam from five main aspects: national background,political background,economic background,ethnic minority population background and ethnic and cultural background.Then,the history of Vietnam’s education policies for ethnic minorities in the five periods of the ancient feudal state,the French colony,the War of Resistance against France,the middle and late stages of the Democratic Republic,and the socialist republic is reviewed.The second chapter,"Theoretical Basis of Research",expounds on four aspects:national identity theory,educational equity theory,multicultural education theory,and human capital theory,which provides a solid theoretical basis for the study of ethnic minority education policies in Vietnam.Chapter 3,"The Value Orientation and Characteristics of Vietnam’s Ethnic Minority Education Policy",analyzes the four value orientations of Vietnam’s ethnic minority education policy and summarizes the three basic characteristics of Vietnam’s ethnic minority education policy.Vietnam’s ethnic minority education policy contains the following four value orientations: safeguarding ethnic equality and promoting the common development of the whole ethnic group;actively promote the inheritance and development of language and culture in ethnic minority areas;Implement the concept of educational equity and improve the level of education development in ethnic minority areas;Respect the characteristics of the development of ethnic minorities and promote the sustainable development of education for ethnic minorities.The three major characteristics of Vietnam’s ethnic minority education policy are: the unity of universality and specificity;Flexibility and stability go hand in hand;It conforms not only to the law of education,but also to the law of work for ethnic minorities.Chapter 4,"The Basic Principles and Main Contents of Vietnam’s Ethnic Minority Education Policy",introduces the four basic principles that must be followed in the implementation of Vietnam’s ethnic minority education policy,and elaborates the main contents of Vietnam’s ethnic minority education policy from five aspects.The implementation of Vietnam’s ethnic minority education policy must follow the following four basic principles: adhere to the integration of the national education policy with the basic principles of ethnic minority work;guarantee the equal rights of ethnic minorities in education;insisting on separating the education of ethnic minorities from religion;Respect the customs and habits of all ethnic minorities and develop education for ethnic minorities in accordance with their characteristics.Vietnam’s ethnic minority education policy mainly includes the following five aspects: the leadership and management of ethnic minority education;education and teaching aspects of ethnic minorities;Ensuring the conditions for the education of ethnic minorities;improve the construction of the education system for ethnic minorities;Strengthen the construction of ethnic minority teachers.Chapter 5,"Achievements of Vietnam’s Ethnic Minority Education Policy",introduces the following four main achievements of Vietnam’s ethnic minority education policy: the initial formation of an ethnic minority education system,and the continuous improvement of the cultural literacy of ethnic minorities;The right to study of ethnic minorities has been guaranteed,and remarkable achievements have been made in bilingual teaching.It has promoted the unity of the whole nation and the harmony and stability of society;It has promoted the sustainable development of ethnic minority education and promoted the inheritance and development of ethnic minority culture.Finally,Chapter 6 "Countermeasures and Suggestions for Strengthening and Improving the Education Policy of Ethnic Minorities in Vietnam" puts forward four countermeasures and suggestions for strengthening and improving the education policy of ethnic minorities in Vietnam: 1.Objectively understand the complexity of ethnic minority education in Vietnam.2.Correctly understand the complexity of the implementation of the education policy for ethnic minorities in Vietnam.3.Improve the institutional environment for the implementation of education policies for ethnic minorities in Viet Nam.4.Improve the monitoring mechanism for the implementation of the education policy for ethnic minorities in Viet Nam.
