Abstract:Talent import policy is an important policy of many countries. Vietnam Ha Giang Province is no exception. Through field observation in Vietnam Ha Giang Province, Author think the talents import policy in Vietnam Ha Giang Province has already Initially to search, recruit and use talent effectively. Currently, The local government of Vietnam has generally been select talent through examination, such as each director in Da Nang, deputy director and director at all levels in Guangning Province and so on, These experience to select talents by texts should to be learned. Compared with other areas in Vietnam, Ha Giang Province belongs to the economically underdeveloped areas. From2009to July,2013, attracting talents policy has achieved initial results in four years.15people has won the opportunity, include5Master graduates and10outstanding graduates. These figures can not meet the needs of the development of the reality, but this has important practical significance to put forward some suggestions to supplement and perfect the policy of attracting talent, through the investigation of talents import policy in Ha Giang Province and analyzed its advantages and disadvantages.In July26,2013, River Provincial People’s Committee issued a new policy on attracting talent, that is decision96/2013/QD-HDND. Obviously, River provincial leaders at all levels will be based on the party and the country’s claim, actively use successful talent attracting policies of the advanced countries in the world and domestic provinces, to do a good job in the province of talent searching and attracting policy. Ha Giang Province must grasp the opportunity, overall, systematically get rid of old ideas and practices to attract talent, to create a "whole process" to the selection and evaluation of talent, To effectively mobilize the enthusiasm to serve the local development of Ha Giang Province talent. Leaders at all levels must renew the idea, get rid of the old concept of talent selection, constantly improve the talent introduction system, and improve the quality of talents introduction in Ha Giang Province.
