| The eleventh emphasis of Vietnamese Communist Party General Assembly resolutions: “pay more attention to the development of education in remote poor areas, guarantee fair educationâ€. Education is the right base of revitalization, Fair Education is an important foundation for social justice. With the continuous improvement of the people’s cultural quality of education equity issue has become the general set point in the whole society. Vietnam is an agricultural country, to achieve long-term progress and development of education in rural and mountainous areas is the key to solving the problem.In Vietnam, Bac Kan province mountainous areas there are ethnic minorities and poverty, compared to other provinces and cities of the province’s social and economic development, the pace of development of education is slow. In this paper, fair education is the standpoint, combined with the current situation of compulsory education in ethnic minority areas to explore the province equity Issues, compulsory Education in Ethnic regions and with the status quo as the basis for cause analysis and Countermeasures.By using the methods of literature, investigation and comparison, this paper examines the concept of educational equity and the relevant laws and regulations of Vietnam, and the evaluation index of educational equity in the minority areas of Vietnam. In Vietnam, Bac Kan Provincial Department of Education released official statistics, from the basic situation of running a school, school construction, teachers and students’ learning results in four aspects: present status of the fairness of compulsory education in ethnic minority areas in Vietnam. On the basis of this, the problems and reasons of compulsory education in minority areas of Vietnam are analyzed. Then put forward the basic idea to solve the problem of compulsory education equity in ethnic minority areas in Vietnam. Through the research found that the lagged based on the level of economic development, minority area compulsory education reform defects, minority area social and environmental constraints, compulsory education in the minority areas in Vietnam in the education resources, human resources and education quality of teaching are kept on a number of issues. Therefore, it is necessary under the leadership of the Communist Party of Vietnam and the Vietnamese government, the basis of education reform, improve and stabilize the contingent of teachers, improving funds investment guarantee mechanism and create a harmonious social environment, in order to solve fairness of compulsory education in minority areas in Vietnam. |
