China’s "Twelfth Five-Year Plan" focuses on planning and developing of thestrategic emerging industries. Compared with conventional technology industry,China’s strategic emerging industries are in the growth period, during which moreattention should be paid to construction and long-term development of industrialscale, industry has a high uncertainty and big support from government. Theenlargement of scale of the industry and the development of industrial R&Dcapabilities need the contribution of human resources. For high-tech emergingindustries, human resources is the cornerstone of industrial scale construction,and scientific technological workers are the core competitiveness of industrialdevelopment. Scientific prediction of human resources is significant for theoverall construction of industry and the development of enterprises andemployees. Therefore, based on the strategic emerging industries, the factorsaffecting industry practitioners and technological workers, and the amount ofdemand-supply were analyzed and predicted.Existing related studies about strategic emerging industries’ human resourceforecasting were little related studied, and the current results were always in theenterprise level, the research studied on industrial level about human resourcedevelopment trends were always using qualitative analysis method, thequantitative analysis was little. A few existed quantitative studies were alwaysresearched from single perspective or by single method. Therefore, the accuracyof studies was low, and can hardly be effective evidence for industry humanresource planning. In view of this, this paper focuses on the characteristics ofstrategic emerging industries, to have a scientific selection and design of thehuman resource forecasting perspective, influencing factors and predictionmethods of industry in order to obtain results with guidance and reference nature.Firstly, the paper summed up the characteristics of strategic emergingindustries with the comparison of traditional technology industry, and analyzedthe human resource forecasting mechanism to show the importance of humanresource forecasting. Subsequently, the paper took strategic emerging industryprofessionals and technological activities as predicting object, adopted multiple regression, neural networks, contingency combination to conduct demandforecast. Using gray Markov, the paper conducted internal supply forecast fromthe perspective of their developing paths, and7hypothesizes were put forwardbased on the level of supply and demand of factors about the human resources.The results showed that the influence of industry output on human resourcesquantity was more obvious than industry input and industry practitioners, but fortechnological activities, industry input is the most important. Forecasting resultsof contingency portfolio method is more reasonable. Personnel engaged instrategic emerging industry in2015~2020will be more than the requirement ofmatching to other resources, and there will be a shortage of technological workerswith the quantity of20000~30000. All in all, the characteristics of strategicemerging industry are not obvious, emerging and high technologicalcharacteristics should be predominated further, and human resource qualityshould be improved to accelerate the development of strategic emerging industry.
