Foster Path Of Strategic Emerging Industries From The Evolution Of Emerging Technology Perspective

Facing with the wave of globalization recourses allocation andinternationalization industry form, it is important means to foster anddevelopment strategic emerging industries for government to grab the technologycommanding heights. In order to respond to the complex international situationand promote industrial structure adjustment, Chinese government makes thedecision to implement innovation driven strategy and foster strategic emergingindustries. Regional governments thinking about their own characters decide todevelop the regional strategic emerging industries. From the current situation ofdifferent regional, the problem is the uneven development level and vague fosterpaths, so it is pressing to construct the reasonable industry foster path system.Based on defining the concept and characters of emerging technology andstrategic emerging industry and analyzing the evolution process between them,this dissertation discusses the synergic relationship of emerging technology andstrategic emerging industry, and then constructs the synergic model. After that,the dissertation designs three paths based on the synergic evolution, named theincubation path based on industry core technology, the alliance path based ontechnology chain and the cluster symbiosis path based on technology system,defines the meaning and characters separately, in particularly, focuses on theapplication condition and cases. At the same time, this dissertation designs theselection condition of three paths then introduces the portfolio approach andselection model, discusses the tactics about the path implementation process andcontrol process behind. At last of this section, the author analyzes the obstacle inthe upgrading processes among these three paths. In the last section, the authorchooses the Heilongjiang stem cell industry as an example, analyses the currentsatiation and problem of Heilongjiang stem cell industry, uses the selectionmodel to show that the incubation path based on industry core technology is useful, last but not the least, the author gives some tactics about the path’simplementation and control. This dissertation enriches the strategy managementtheories about regional strategic emerging industries, and guides the regionalindustry management in practice.
