Innovation has become a decisive factor in enhancing comprehensive national strength and national core competitiveness.Countries around the world have increased their support for innovation and strive to occupy a dominant position in future development.However,with the deterioration of the global ecological environment and scarcity of natural resources,countries and regions have to face the challenges of tightening resource constraints and intensifying environmental constraints in the process of innovation and development.In order to meet the challenges,innovative development,on the one hand,concentrates innovative resources on cities,regards cities as the main battlefield of innovative development,exerts the advantages of the agglomeration effect of innovative resources and builds more convenient innovative communication bridges by means of the bearing role of cities on the elements of resources;on the other hand,innovation development shifts the focus of development from upgrading of innovation development level to improving innovation input-output performance,and pays more attention to the efficiency and intensiveness of innovation elements in the process of transformation.Since 2008,China has approved many innovative cities in order to form a growth pole of regional innovative development and promote innovative development and high-quality economic development in China.In the face of the declining domestic demographic dividend and the complex situation abroad,it is urgent to improve the performance of innovative input and output of innovative cities.On the basis of defining the current hot issues and outstanding contradictions of innovation development,this dissertation analyses the reality of innovation development in China,clarifies the significance of improving innovation Input-output Performance of innovative cities,and then systematically combs the relevant theories of innovation Input-output Performance of innovative cities,and collates the domestic and foreign research on urban innovation and development.We find that the related research abroad has changed from enterprise dimension to national and regional innovation system research,while the related research in China has shifted from national dimension to more micro-subject.We believe that the dissertation of urban innovation system will be the key area of future domestic and foreign related research,but at present,the related research lacks the concern of linking collaborative innovation within and between cities.In view of this,based on the domestic and foreign research on innovation system,based on the three-helix theory,self-organization theory and synergetics theory of collaborative innovation,considering the availability of data for performance evaluation of innovation system,this dissertation constructs the framework of collaborative innovation within cities by choosing innovation subjects and setting up innovation process.Based on the panel data of 285 cities above prefecture level in China from 2003 to 2017,this dissertation uses the network data envelopment analysis model to measure the performance of "learning to research","research to production" and overall performance of collaborative innovation within cities,and explores the collaboration within innovative cities through the nuclear density model and cluster analysis model.Finally,the influencing factors of collaborative innovation performance in innovative cities are analyzed by panel regression model.The results show that:(1)The performance of "learning to research" of collaborative innovation within innovative cities shows a dynamic trend of decreasing first,then slowly improving,and finally rapidly improving during the measurement period.It can be divided into three categories according to the level and change of "learning-to-research" performance.Industrial structure and foreign investment have effects on the performance of "learning to research".(2)The "research to production" performance of collaborative innovation within innovative cities shows a trend of stable in the early stage and small-scale improvement in the later stage during the measurement period.It can be divided into four categories according to the level and change of the "research to production" performance.Infrastructure and social level have a positive and significant impact on the "research to production" performance,while the industrial structure and foreign investment have a negative and significant impact on the performance of research to production.(3)The overall performance of collaborative innovation within innovative cities shows a dynamic trend of decreasing first,then increasing slowly,and finally improving rapidly during the measurement period.It can be divided into four categories according to the overall performance level and change.Industrial structure and foreign investment have a negative impact on the overall performance of collaborative innovation,while infrastructure has a positive impact on the overall performance of collaborative innovation.Based on the goal of high-quality development and the five development concepts in China,this dissertation characterizes the innovative development with the collaborative innovation of "learning to research","research to production" and the overall innovation performance.This dissertation quantifies the coordinated development,green development,open development and shared development of cities above prefecture level in China by constructing the index system and using the method of subjective weight and objective weight,and uses the correlation test.The results show that:(1)the innovative development and coordinated development,green development,open development and shared development of cities above prefecture level in China are highly related;(2)the innovative development and other development concepts of innovative cities are more related than those of cities above prefecture level;(3)whether they are Cities above prefecture level are still innovative cities,and other development concepts are highly related.On the basis of the performance of collaborative innovation within innovative cities,this dissertation establishes the main body of innovation among cities and the framework of collaborative innovation among cities by making use of the overall relevance between cities.Then the spatial correlation of collaborative innovation performance of innovative cities is verified by global Moran’s I index,and the agglomeration relationship between innovative cities is clarified by local Moran’s I index.We find that the agglomeration of synergistic innovation performance is different in different stages.Generally,the northeast and central regions show High-High agglomeration,while the Yangtze River economic belt mainly shows Low-Low agglomeration.Finally,through the spatial econometric model and gravity model,we quantify the collaborative innovation performance of "learning to research","research to production" and the overall performance of innovative cities.Spatial regression results show that:(1)In terms of the performance of "learning to research" of collaborative innovation among innovative cities,the potential of capital interaction will have a positive impact on the performance of "learning to research",while the potential of talent interaction will have a negative impact.(2)As for the performance of "research to production" of collaborative innovation among innovative cities,the overall impact coefficient of capital interaction potential on the performance of "research to production" is positive,while the overall impact coefficient of institutional interaction potential on the performance of "research to production" is negative,and the potential of talent interaction has no effect on the performance of "research to production".(3)In terms of the overall performance of collaborative innovation among innovative cities,the overall impact coefficient of capital interaction potential on the overall performance is positive,while the overall impact of institutional interaction potential on the overall performance is negative,and the overall impact of talent interaction potential on the overall performance is not significant.Finally,this dissertation summarizes the relationship between collaborative innovation within innovative cities and between innovative cities,and puts forward corresponding policy recommendations based on panel regression and spatial econometric regression results.
