As one of China’s strategic emerging industries,the new-generation information technology industry is a pillar industry related to national economic development and international competitiveness.In recent years,China’s new-generation information technology industry has made significant development,but it still faces problems such as weak independent innovation ability and weak international competitiveness.Industrial innovation is essentially a multi-level collaborative evolution process with systematic characteristics.The research provides a meaningful reference for promoting the innovation-driven development of the new-generation information technology industry and improving industrial competitiveness.The new-generation of information technology industrial innovation is the result of multi-level and multi-factor synergy.These factors are interrelated to form an industrial multi-level innovation system.From a multi-level perspective,industrial innovation performance is mainly affected and integrated by technological innovation,resource conditions,and industrial innovation policy factors.Among them,technological innovation is the core of industrial development,innovation resources are the material basis of industrial innovation,and industrial innovation policy is the institutional guarantee of industrial innovation.Based on this,this paper introduces a multi-level perspective into the research on the new-generation of information technology industrial innovation system,constructs an industrial multi-level innovation system analysis framework from the three levels of technology,resources and policy,the three-stage DEA model,content analysis approach and Panel Data model are applied to comprehensively evaluates the industrial innovation efficiency performance,finds the direction to improve the industrial innovation efficiency performance,and analyzes the impact of innovation resources on the industrial innovation output performance,clarify the innovation resources that have positive and negative effects on the output performance of industrial innovation,evaluate the effect of industrial innovation policy on the efficiency performance of industrial innovation,find the problems existing in industrial innovation policy,and provide enlightenment to improve the innovation policy of the new-generation of information technology industry.The main research results are as follows: Firstly,the overall innovation efficiency level of the new-generation information technology industry is not high,and the low scale efficiency is the main factor restricting the improvement of innovation efficiency,and the industry is in the state of increasing returns to scale;Secondly,in areas with high economic development level,the input of innovative resources such as research and development and technology introduction contributes significantly to the performance of industrial innovation output.In areas with low economic development level,the performance of industrial innovation output depends more on the input of technological innovation resources such as digestion,absorption,and purchase of domestic technology and technological transformation;Thirdly,there are differences in the effects of single policies and supply-oriented,demand-oriented and environmental policy tools on the performance of industrial innovation efficiency,and some policies do not play a positive role;The comprehensiveness and consistency of the characteristics of different dimensions and different categories of policy portfolios in the same dimension play a positive role in improving the performance of industrial innovation efficiency.The degree of equilibrium of policy portfolio fluctuates greatly with time,and there are many problems.The enlightenment of relevant research results lies in: Firstly,improving the level of scale efficiency is the key to further improving the innovation efficiency performance level of the new-generation information technology industry.In the case of limited resources,finding out the innovation resources that play a positive and efficient role in industrial innovation can reduce the blindness of innovation resource investment,give full play to the limited innovation resources and overcome the scale barrier of industrial innovation investment;Secondly,for regions with high economic development level,the limited innovation resources should be mainly used for the investment of research and development and technology introduction innovation resources.For regions with low economic development level,the limited innovation resources should be mainly used for the investment of technological innovation resources such as digestion,absorption,and purchase of domestic technology and technological transformation resources,which are more conducive to improving industrial innovation output.To improve the performance level of industrial innovation efficiency,we need to realize the optimal allocation of innovation resources through policy guidance.At the same time,for the innovation resources that do not play a positive effect,we should give full play to the role of information transmission,incentive regulation,and other functions through policies to guide the innovation resources to play their due role;Thirdly,the policies and policy tools that act on innovation demand factors such as technology,resources,and market are insufficient to improve the performance of industrial innovation efficiency.There is too much preference for a policy in different dimensions and different types of policy combinations in the same dimension.Based on the research results,this paper provides beneficial enlightenment for improving the innovation efficiency and performance of the new-generation information technology industry in regions with different economic development levels.
