It made investigation and study for the input and output situation and influence factors of technology innovation efficiency of202small and medium-sized enterprises in electronic information industry on the base of the efficiency of technology innovation theory and technical innovation process theory. In the course of the study, the technological innovation process is divided into technology innovation achievements transformation stage and profit transformation stage. It establishes efficiency evaluation index system for electronic information industry innovation in small and medium enterprises and use data envelopment analysis method of CRS and VRS model to carry out the evaluation study. It chooses the software tool of DEAP2.1to study.The research results show:Technological innovation efficiency is lower in our country small and medium-sized enterprise of electronics information industry and achievement transformation stage efficiency level is lower than profits technology innovation efficiency level of transformation stages; In the process of technology innovation exists serious redundancy of inputs, and enterprise technology innovation process management and controlling exists serious problems.Efficiency level by region from high to low as Southern China、North China、Southwest East、Central China、Northeast、Northwest region, and the efficiency level of Southern China is the highest.90.10%of the enterprise’s technological innovation scale exhibits increasing returns to scale, these enterprises should increase the investment of technological innovation to enhance the overall efficiency. Technological innovation efficiency level of the collective enterprises is the lowest. According to the results of the evaluation of regulation to analysis, the first stage human resource input redundancy degree the biggest, and it explains the talent also did not play its full role. Through correlation analysis, it displays that the two stages efficiency level has significant positive influence. Therefore, the transformation stage is the key to management in the process management.It displays that the input、enterprise innovation cultural factors and innovation management factors have significant positive influence for technology innovation efficiency.The technical level of the other enterprises and industrial cluster of enterprise external environment factors have weak correlation with technology innovation efficiency, while the external technical advice of the convenience and efficiency of technological innovation are positively correlated.Finally, it puts forward some suggestions to improve the efficiency of technology innovation according to the result of DEA evaluation and the analysis based on the influence factors of technology innovation efficiency.
