Research On Innovation Efficiency Of New Generation Information Technology Industry From The Perspective Of Enterprise Growth

In 2010,China proposed to accelerate the cultivation and development of seven strategic emerging industries including new energy,new generation information technology and high-end equipment manufacturing.The goal is to reach the world's leading level within 20 years;in October 2017,The report of the 19th National Congress of the CPC stressed that China should promote the deep integration of the Internet,big data,artificial intelligence and other new generations of information technology and the real economy,and the new generation of information technology industry has become the new kinetic energy and the new breakthrough of the international competitiveness of China's current and future economic development.Promoting its development is an important measure to implement a series of national strategic deployments such as "Made in China 2025","Internet Plus" and AI Action Plan.At present,China's new generation of information technology enterprises are facing development difficulties in the process of growth,which are manifested in the overabundance of low-end products but the insufficiency of high-end products,the strong marketization ability but the weak R&D capability,the complete category of industry chain but the lack of core links.Therefore,how to effectively improve the innovation efficiency of the new generation of information technology enterprises and make them grow rapidly and sustainably is an urgent problem to be solved.The main purpose of this paper is to explore the improvement path of the innovation efficiency of the new generation of information technology enterprises from the perspective of enterprise growth,so as to provide appropriate countermeasures and suggestions for the government and enterprises.First of all,this paper introduces the relationship between enterprise growth and innovation efficiency,the development direction and trend prediction of the new generation of information technology enterprises,combs the domestic and foreign scholars'research on the enterprise innovation efficiency and its influencing factors,and explores the theoretical significance and direction of this paper.Secondly,this paper establishes the influence mechanism of the innovation efficiency of the new generation information technology industry from the perspective of enterprise growth,taking the exogenous growth theory and the endogenous growth theory as the supporting point to establish the external and internal channels of the technological efficiency of the enterprise.It lays a theoretical foundation for the establishment of the index system of growth influencing factors.Next,based on the micro data of 93 new generation information technology enterprises from 2010 to 2017,this paper uses Data Envelopment Analysis(DEA)to measure and analyze the innovation efficiency of enterprises.Finally,on the basis of the measurement results of innovation efficiency and the index system of growth influencing factors,from the two aspects of endogenous growth theory and exogenous growth theory,The Tobit model is used to regressionanalyze the innovation efficiency of the new generation information technology enterprises in the three growth dimensions of low,medium and high,so as to draw conclusions and propose corresponding countermeasures and suggestions from the perspective of enterprises and governments.The research results show that,firstly,the high permeability and innovation integration of the new generation information technology industry has become an important path to promote the optimization and upgrading of China's industrial structure.At present,the comprehensive innovation efficiency of China's new generation information technology enterprises is still relatively low,but it has a rising trend of light fluctuation and a good development trend.Secondly,on the whole,the result of endogenous growth regression is better than that of exogenous growth regression,and the theory of endogenous growth has its superiority,but the innovation efficiency of the new generation of information technology enterprises can be effectively and comprehensively promoted under the joint action of the internal and external growth linkage mechanism,and the rapid development of the industry can be realized.Thirdly,the study found that for enterprises in the low growth stage,reducing direct subsidies,diversifying equity,appropriately reducing the number of R&D personnel and effectively managing R&D personnel will help to improve the innovation efficiency of enterprises;For enterprises with high growth stage,expanding scale,non-state-owned property rights,increasing concentration of equity,increasing government subsidies,reducing unit energy consumption,and effectively investing in R&D resources will help enterprises improve their innovation efficiency.The empirical results are based on the current development of the new generation of information technology enterprises,and the future development trend also depends on the degree of social change,the direction of industrial distribution and other main factors.As a key industry supported by the state,the new generation of information technology industry needs the help and guidance of the government,the spirit and talents of entrepreneurs,the orientation and feedback of market demand,and the continuous and effective input of R&D resources.The innovations of this paper are mainly reflected in the following two aspects:(1)Research perspective Innovation.The existing literature mostly studies the innovation efficiency of enterprises from the perspective of value chain or property rights.In this paper,from the perspective of internal and external growth,93 enterprises are divided into three sub-samples according to their growth from small,medium and large scale,and the innovation efficiency of the new generation of information technology enterprises was empirically analyzed to obtain accurate countermeasures and suggestions.In addition,the new generation of information technology industry began to emerge in 2009,the introduction of the 2016 plan highlights its important strategic position,and current scholars have limited research on it.Therefore,this paper based on the micro-level of enterprise research,so that the industry related research can be expanded.(2)Research content innovation.First of all,the selection criteria of the efficiency measure of this paper is closest to the high-tech industry,rather than the replacement index,which is rare in the research of the new generation information technology industry.Secondly,this paper incorporates the enterprise growth and green innovation concepts in the selection of the influencing factors,and the empirical results are significant.China's new generation of information technology industry started late,and international competitiveness needs to be improved urgently.Both theory and practice must be exploredvigorously to find a way to grow.The research in this paper will help to deepen the understanding of the factors affecting the growth efficiency of the new generation of information technology enterprises,and provide theoretical support and empirical evidence for the company to improve efficiency and the government to formulate corresponding policies.It has important theoretical and practical significance.
