| Coordinated regional development is an important way to construct a modern economic system in China and an inherent requirement to solve the problem of unbalanced development between regions.Innovation is the most important driving force to promote coordinated regional system development.Based on existing research,this paper focus on the mechanisms and spatial effects of the impact of science and technology services on regional innovation capacity.Through the construction of an economic theoretical model,econometric analysis and economic geography approach,we discussed the impact mechanism of the science and technology service industry on the enhancement of regional innovation capacity,the correlation and spatial distribustion of science and technology service industry and the regional innovation development.The correlation and spatial threshold effect of the development of science and technology service industry on the improvement of regional innovation capacity are also studied.Further,this paper explored what factors contribute to regional differences in the effects of these.Based on the results of this paper,we present policy implications and perspectives for future research.This paper uses both qualitative and quantitative methodology.On the one hand,this paper constructs a theoretical model reflecting the relationship between science and technology service industry and regional innovation capacity based on the producer decision theory in economics.On the other hand,the study uses economic geography analysis methods,mediated effects models,spatial econometric models,and threshold regression models for empirical research.The paper is divided into 8 chapters: Chapter 1 is the background and the significance of the research.An overview of the research content and structural arrangement of the paper,the research methodology and technical route,and novelity and shortcomings is in this part.Chapter 2 is a review of existing domestic and international research literature.Chapter 3 is the mechanism of the impact of the development of science and technology service industry on regional innovation capacity,spatial correlation and spatial correlation effect,and the theoretical analysis of spatial threshold effect.Chapter 4 is the analysis of the current situation of science and technology service industry development and regional innovation capability.Chapter 5 is an empirical analysis of the factor mechanism of the development of science and technology service industry on the enhancement of regional innovation capacity.Chapter 6 is an empirical analysis of the spatial correlation between the development of science and technology service industry and the enhancement of regional innovation capacity.Chapter 7 is an analysis of the spatial threshold effect.Chapter 8 contains the main conclusions and policy implications.The main findings in this paper are as follows.First,the factor mechanism of the science and technology service industry development on the enhancement of regional innovation capacity.The development of science and technology service industry is an important part of regional innovation capacity,and the development of science and technology service industry can directly influence and enhance regional innovation capacity through the improvement of scale and efficiency.This is the most microscopic and basic mechanism for the development of science and technology service industry to influence and enhance regional innovation capacity.The factor mechanism works mainly through two aspects: one is the total factor productivity,including the growth of high-tech enterprises and the improvement of resource allocation efficiency;the other is the reduction of R&D costs.The empirical study verifies the effect of this mechanism:(1)In the regression analysis with total factor productivity(TFP)as the dependent variable,the coefficients of the variables reflecting the industry scale,resource input and the degree of informatization of the science and technology service industry are all positive and significant at least at the 10% level,indicating that the development of the science and technology service industry can play a significant role in promoting the improvement of regional production efficiency.(2)The development of science and technology service industry has an impact on regional innovation R&D costs.The empirical analysis finds that the industry scale and resource input of science and technology service industry have a significant effect on the reduction of regional innovation R&D costs.The reason for this is that the overall level of informationisation in the science and technology service industry is low at this stage,which only plays a supplementary role in improving the efficiency of innovation and R&D.Secondly,the spatial related mechanism between the science and technology service industry development and the enhancement of regional innovation capacity.In the process of talent cultivation,capital investment and linkages with intra-and inter-regional enterprises,science and technology service industry enterprises indirectly contribute to the accumulation of regional human capital,industrial agglomeration and knowledge spillover,which in turn create conditions for the enhancement of regional innovation capacity in the long run.The results show that:(1)Overall,the mediating effect of the development of science and technology service industry on regional innovation capacity through mediating variables is 0.52,accounting for 62.46% of the total effect,indicating that the indirect mechanism is also an important channel for the development of science and technology service industry to influence and enhance regional innovation capacity.(2)Human capital channel.(2)Human capital channel.The value of the mediating effect parameter of the variable representing human capital is0.3012,and the variable passes the test of 5% significance level,indicating that the development of science and technology service industry accelerates the accumulation of regional human capital and promotes the development of regional innovation capacity by gathering a large number of high-quality and highly intelligent talents for knowledge production activities.(3)Industrial agglomeration channel.The intermediary effect of industrial agglomeration in the process of promoting regional innovation capacity is0.1165,and the intermediary effect passes the Soble test at 5% significance level,indicating that the science and technology service industry has driven the development of industrial clusters around the region through its own industrial agglomeration,promoting the upgrading of regional industrial structure and enhancing regional science and technology innovation capacity.(4)Knowledge spillover channel.The parameter value of the intermediary effect of knowledge spillover in the process of promoting regional innovation capacity through the development of science and technology service industry is 0.1023,and the intermediary effect passes the Soble test at the 5% significance level.The development of science and technology service industry has high positive externality and interaction,and the core area of the industry cluster keeps expanding outward,which will be accompanied by knowledge,technology and other resources spilling over to the surrounding industries in the region.(5)Comparison of the impact effects of three indirect pathways.By comparing the intermediary effects of human capital accumulation,industrial agglomeration and knowledge spillover,it can be found that human capital accumulation plays the largest intermediary effect in the process of promoting regional innovation capacity through the development of science and technology service industry,followed by industrial agglomeration,while the intermediary effect of knowledge spillover is smaller,but not much different from the former.Thirdly,the regional heterogeneity and multiplicity of patterns in the science and technology service industry development on the enhancement of regional innovation capacity.There are obvious differences between the east,central and western regions in China,and the spatial pattern shows an obvious and typical "core-edge" pattern.The results of the regional heterogeneity analysis show that there are also significant differences between the eastern,central,northeastern and western regions in terms of the impact of the development of the science and technology service industry on the improvement of regional innovation capacity.Even in the eastern region,where the development of science and technology services is more developed,there are significant regional differences in the impact of the development of science and technology services on the improvement of regional innovation capacity in Beijing,Tianjin,Hebei,the Pearl River Delta and the Yangtze River Delta.Fourthly,the threshold effect of the science and technology service industry development on the enhancement of regional innovation capacity.According to the model,not all science and technology service industries at any level of development and growth stage will enhance regional innovation capacity and lead to science and technology development,and there is a "threshold effect" of science and technology service industry development on regional innovation capacity enhancement.The institutional environment,market development and talent mobility are important factors that contribute to the threshold effect.Through the evolutionary economic geography analysis,it is found that the development of science and technology service industry in the eastern region is slow to spread to the central and western regions,and the spread is closely related to the economic proximity between regions,indicating the existence of the threshold effect.(1)The threshold effect of intellectual property protection is characterized by "promotion first,then suppression",indicating that with the gradual improvement of the institutional environment,the development of science and technology service industry has a significant role in promoting the improvement of regional innovation capacity;however,with excessive intellectual property protection policies,the knowledge spillover effect will be hindered to a certain extent.However,with excessive intellectual property protection policies,the knowledge spillover effect will be hindered to a certain extent.(2)There is a significant talent mobility threshold effect between the development of science and technology service industry and the enhancement of regional innovation capacity.In the low talent mobility zone,the development of science and technology service industry has a significant negative impact on the enhancement of regional innovation capacity;in the high talent mobility zone,it brings a significant promotion effect on the enhancement of regional innovation capacity.(3)The threshold effect of the degree of market development is characterised by a three-stage "jump".The results of the empirical analysis show that when the degree of market development is lower than the first threshold,the promotion effect of the development of science and technology service industry on the improvement of regional innovation capacity is not significant;when the degree of market development is higher than the first threshold and lower than the second threshold,the promotion effect of the development of science and technology service industry on the improvement of regional innovation capacity gradually increases,and the significance level increases;when the degree of market development is higher than the second threshold,the promotion effect of the development of science and technology service industry on the improvement of regional innovation capacity increases gradually,and the significance level increases.When the degree of market development is higher than the second threshold,the development of science and technology service industry has the strongest contribution to the improvement of regional innovation capacity,and the significance level is the highest.In other words,as the degree of market development increases,the promotion effect of the development of science and technology service industry on the improvement of regional innovation capacity increases in a jumping manner.Based on the above findings,this paper makes policy implacations such as building a better development system for the regional science and technology service industries,emphasising the combination of realistic efficiency and foresight of supporting policies,focusing on regional differences and diversity of policies. |
