| The implementation of innovation-driven strategy is an important way for China to achieve high-quality development in the new era.According to the "World Intellectual Property Indicators" report,the number of international patent applications in China reached 69,500 in 2021,surpassing the second place of the United States by10,000,achieving a record high in this project and ranking first in the world for a row.Despite this,the gap between the quality level of innovation in China and developed countries is still obvious.In 2020,China’s intellectual property trade surplus rate was-61.8%,compared with the United States,which has a surplus of 44.8% in intellectual property trade,the current problem of insufficient patents for key core technologies in China and hidden low innovation quality is prominent.In addition,the "island phenomenon" that many breakthrough technology patents are difficult to successfully industrialize and marketize in the process of transformation has exposed the deepseated problems of the current poor efficiency of China’s innovation system.As an emerging innovation paradigm,the innovation ecosystem emphasizes the interconnection and organic integration of different functional innovation elements in a certain space,and has become an important way to promote innovation and development in the new era.The effect of foreign investment on the technological progress of local enterprises has always been a hot topic in the theoretical and practical fields,but for a long time,a large number of "high pollution and high energy consumption" foreign investment has also brought ecological problems such as energy overconsumption and environmental pollution to China.In this context,how to make full and effective use of foreign capital to promote the sustainable and high-quality development of China’s innovation,and solve the "low-quality and inefficient" dilemma of China’s regional innovation? It is of strong practical significance to study this issue from the perspective of innovation ecosystem.This paper takes innovation driving high-quality development in China’s new era as the background,takes the innovation ecosystem as the perspective,and takes 30 provinces(municipalities and autonomous regions)in China as the research object,in order to understand and analyze the impact and mechanism effects of foreign investment on sustainable innovation in China’s region.Firstly,by sorting out and summarizing the relevant research results and literature at home and abroad,this paper systematically reviews the theories and research related to innovation ecosystem,foreign investment entry and regional sustainable innovation,and finds that there are shortcomings in theoretical research to explore the impact of foreign investment on regional sustainable innovation in China from the perspective of innovation ecosystem.Secondly,starting from the analysis of the regional innovation system from the perspective of innovation ecosystem,this paper constructs the "quality-efficiency" research framework of China’s regional sustainable innovation from the perspective of innovation ecosystem on the basis of clarifying the connotation and characteristics of regional sustainable innovation,and then analyzes the mechanism of foreign investment entering China’s regional sustainable innovation.Through theoretical analysis,it is found that the entry of foreign capital not only has a direct impact on China’s regional sustainable innovation,but also has an indirect impact on China’s regional sustainable innovation through the institutional supply interaction effect of the innovation environment layer,the financing constraint interaction effect and financing constraint mitigation effect of the innovation auxiliary layer,and the consumer demand effect of the innovation subject layer.Third,starting from the analysis of typical facts,this paper sorts out the historical process,development status and regional characteristics of China’s use of foreign capital and regional sustainable innovation,and clarifies from a realistic perspective that there are problems such as "catch-up trap" and "low-end technology locking" in the regional innovation effect of China’s foreign investment,and the ability to cultivate new momentum of regional innovation drive and regional innovation system is worrying,which is rooted in the lack of systematized support of smooth,efficient and highly unified innovation ecosystem in China’s regional sustainable innovation.Fourth,this paper constructs a regional sustainable innovation evaluation index system in China based on the dual dimensions of "quality-efficiency".At the same time,on this basis,the principal component analysis method and ultra-efficient SBM-DEA model were used to measure the level of sustainable innovation in China.The results show that in terms of quality,the quality level of sustainable innovation in China’s region showed a steady upward trend from2001 to 2019.Despite this,the regional distribution shows the unbalanced characteristics of "eastern,middle-west successively decreasing",especially after 2010,the unbalanced development trend of sustainable innovation quality between provinces in China is becoming more and more obvious.In terms of efficiency,China’s regional sustainable innovation efficiency as a whole shows a trend of "fluctuation change",and there is a clear gap between phased efficiency,among which the efficiency in the research and development stage "tends to rise",while the efficiency in the achievement transformation stage "decreases",and the efficiency change in the two stages shows the characteristics of "differentiation-convergence".This reflects the low efficiency of China’s basic research and development,as well as the poor connection between innovative research and development and the transformation of innovation achievements.Secondly,the gap between the three major regions of eastern,central and western regions in China is obvious,and from the perspective of comprehensive innovation,the sustainable innovation efficiency in the eastern region is higher than that in the central and western regions.Finally,from the perspective of "qualityefficiency" two dimensions,China’s regional sustainable innovation comprehensive capacity shows obvious "polarization" characteristics,and the sustainable innovation and development in most regions are still trapped in the "double low" dilemma.Fifth,based on the measurement data,the impact of foreign investment on China’s regional sustainable innovation is verified by using measurement tools such as two-way fixedeffect model,quantile regression model and dynamic panel model.In terms of quality,foreign investment has a promoting effect on China’s regional sustainable innovation,but from the perspective of regional distribution,foreign investment has only had a positive impact on China’s eastern and central regions,and the impact on the western region is not significant.In terms of efficiency,the entry of foreign capital has an effect on the efficiency of sustainable innovation in China,but in terms of innovation stage,the impact of foreign investment on China’s innovation and R&D efficiency is weaker than the impact of achievement transformation,indicating that the technological upgrading effect brought by foreign investment entry is locked at the end of the innovation value chain.Sixth,through the perspective of multi-level analysis of regional innovation ecosystem,indicators are constructed from the innovation environment layer,innovation auxiliary layer and innovation subject layer,and the interaction effect model and intermediary effect model are used to empirically test the impact mechanism of foreign investment on China’s regional sustainable innovation.When examining the interaction between the supply of the innovation environment system and the entry of foreign capital,this paper finds that it will have a positive impact on sustainable innovation in China’s region.When examining the interaction between local government fiscal decentralization and foreign investment from the innovation auxiliary layer,it is found that it only has a positive impact on sustainable innovation in the east and central regions of China in the quality dimension,and only promotes sustainable innovation in the western region of China in the efficiency dimension.When examining the financing constraint mechanism of foreign investment entering China’s regional sustainable innovation from the innovation auxiliary layer,it is found that foreign investment indirectly promotes the quality of sustainable innovation in China’s region by reducing financing constraints,but indirectly forces the improvement of China’s regional sustainable innovation efficiency by improving financing constraints.When examining the consumption scale effect and consumption upgrading effect of foreign investment entering China’s regional sustainable innovation from the main layer of innovation,it is found that the entry of foreign capital only through consumption upgrading channels positively affects the quality of sustainable innovation in China’s region.Finally,this paper draws corresponding conclusions and policy recommendations based on the research findings and the reality of sustainable innovation in China.This study provides a certain reference value for starting from the construction of regional innovation ecosystems,further expanding the introduction of foreign investment to solve the dilemma of regional sustainable innovation,and understanding the self-consistency of sustainable innovation development concepts under the paradigm of high-level opening up and innovation ecosystems. |
