Hami district is located in the Xinjiang Uygur Autonomous Region (hereinafterreferred to as the "Xinjiang"), belongs to the continental arid climate, the eastern gateof Xinjiang. In recent years, Hami district seizes the "western development","counterpart in Xinjiang","western coal shipped east","China","west—east gas"four big opportunities, and relying on the advantages of resources and industrialdevelopment’s rapid momentum, which drive the rapid development of Townizationand improve people’s living standards obviously. But Extensive IndustrialDevelopment leads to the pollution of the environment; Large areas of landreclamation action aggravates soil degradation; Over—grazing destroys the forestand pasture.A series of human activities have broken the balance of ecosystem,exacerbated the disasters of Hami region. Hami district’s disaster losses are alsomore and more serious. For example, in2007, Hami district suffered the worst floodsamong the150years:92000people were affected,230million Yuan’s economic loss,which covers2.32%of the current year’s GDP. Therefore, building a Hami districtdisaster prevention and mitigation system is very necessary.The research firstly analyzes the causes of the towns’ disaster in Hami district, summarizes the towns’ disasters with serious loss, strong seasonal, regional differences, ripple effect, multiple five characteristic; and an overview ofthe situation of towns’ disaster prevention and mitigation system in Hami district,put forwards problems of prevention and mitigation system. Secondly, research on the spatial structure of towns’ disaster prevention and mitigation in hami district, which to form a "one center, three axis, three deputy center" the spatial structure of disaster prevention and mitigation,combining the spatial structure, scale structure and functional structure of towns’ system. Again,in accordance with spatial structure of disaster prevention and mitigation and the present situation of disaster prevention and mitigation, the author constructed towns’ disaster prevention and mitigation system suitable for town safety and development in Hami district, on the basis of two aspects of engineering and non—engineering disaster prevention and mitigation system. the engineering system mainly includes emergency security infrastructure system, disaster preventionengineering facilities system, emergency services system, non—engineering system mainly includes town disaster prevention research, monitoring and earlywarning system for town disaster prevention and mitigation, organization and command system, the support system for town disaster prevention and mitigation.Finally, aiming at the problem of the situation of towns’ disaster preventionand mitigation in Hami district, the author put forwards the corresponding cou ntermeasures of disaster prevention and mitigation, for instance, industrial layout adjustment, promoting water-savingmeasures, creating community disaster prevention and mitigation.The research will not only provide the theoretical foundation for theconstruction of the towns’ disaster prevention and mitigation system but also be thereference frame to plan an towns’ disaster prevention and mitigation system, which toguarantee a "industrialization, townization and agricultural modernization" Hami.
