Based on the thought of systematic methodology, this study focuses on the problems and comprehensive treatment of municipal domestic refuse with Fuzhou city as an example. It has provided a scientific basis and a reference for policy-making of the comprehensive treatment of municipal domestic refuse in Fuzhou. The findings of the study will have a certain representative in those developed areas, and they also predict the situation in other areas of china. Hence, this study has its significance both in theoretical research and practical application on such field as municipal sustainable development, environmental security and human health.This article makes an analysis of the production of domestic refuse in Fuzhou city, including its output and physical ingredients. It also discusses such issues as current managing system, laws, regulations and policies concerned, situations and problems existing in the system of collection, transportation and treatment. Besides, it also makes a comprehensive evaluation of the society, environment and economic performance concerning the system of collection, transportation and treatment. And accordingly, this article makes a prediction of the production and physical ingredients of domestic refuse in the coming years. It also presents some countermeasures for the formulation and enforcement of policies, laws and regulations and for the reform of management system. This study makes a designation of these systems as to the collection, transportation and treatment of municipal domestic refuse, and in the meantime, optimizes them and then makes a comprehensive evaluation of the economic performance.
