As regional social, economic, and cultural center, coastal cities have a pivotal position in the development of the society and they are prone to natural disasters which are frequent. So studying integrated risk assessment of cities is of great significance to urban disaster prevention and mitigation, disaster response capacity, reconstruction decisions and multi-hazard insurance to. Earthquake and tsunami are typical natural disasters whose occurrence probability is small but losses are devastating. A relatively stable and systematic approach has been built on direct economic earthquake loss estimation. But, few researches are done on tsunami loss estimation and less on the combination of earthquake and tsunami disaster damage assessment.Risk management is a plan and arrangement of how to deal with potential risk of loss throughout the disaster, before and after the occurrence of loss, and it is an evolving process which requires institutions to be able to identify the level of risk they want to keep and which risk level they are. In recent years, the various means in economic and financial aspects play an increasingly important role in natural disaster risk management, especially insurance, reinsurance and catastrophe bonds that provide a new management model of reconstruction funds. Catastrophe insurance helps a lot in post-disaster reconstruction. Multi-hazard insurance is a new trend of future development and an effective measure of integrated natural disaster risk management.This paper studies earthquake and tsunami disasters risk assessment of coastal buildings. The main content of the text is divided into two parts. The first part is about earthquake and tsunami disaster risk analysis. Chapter Two describes the current situation of the seismic risk assessment and risk management. Earthquake damage assessment methods of buildings and financial means of risk management are briefly introduced. Chapter Three analyzes tsunami disaster risk. First, it analyzes the characteristics of tsunami disaster; then, by studying structural behavior and tsunami wave loading of various types of buildings, failure types are summarized; last, the author establishes the tsunami vulnerability matrix according to the post-disaster survey data. Chapter Four is about earthquake and tsunami loss estimation; based on earthquake loss assessment method and by discussing influencing factors of building damage, a probability model for tsunami loss evaluation is presented; by quantifying the influence of earthquake damage level on the tsunami resistance of building, a model for total loss of building is established; finally, examples are produced to compare loss in different earthquake or/and tsunami events. It provides a simple and fast method for earthquake and tsunami loss estimation and the basis for disaster forecast, disaster reduction management and multi-hazard risk assessment and insurance calculation.The second part is about earthquake and tsunami insurance. First, Chapter Five describes the nature and development of the catastrophe insurance; under the modern theory of insurability, insurability of earthquake and tsunami disaster is discussed. Second, earthquake and tsunami insurance rates actuarial model is presented, and the research focuses on calculating rates under absolute irrespective percentage and relative irrespective percentage. Finally, examples are produced.
