Conceptual Design Of Expert System For Environment Impact Assessment

Environxnent impact assessment (EIA), which was realized in our cotmtry nearytwo decades ago, has been deveIoped well in most aspects. As a cross-science, EIAis very complex both in its coverage and on research techniques. The coverage ofElA is re1ated to all research fields and subjects. Including qualitative andquantitative analysis, the research methods of EIA varied great1y. To face thedifferent requiremellts of a project, an EIA company must employ variousprofessionals. Even so, it can't satisfy some special requirements of a SPecial prOject.So, it is necessary to develop an EIA expert system that acquires all knowedgeincluding EIA procedure, methods, environmental standards, general knoWedge ofenvironxnent protect and special Anowledge for differellt fields. Wth such EIAexpert system, we can quickly and more accurately assess the envirorunellt imPactsof a project and save much time.Although there are some successful researches on environmental expert system,such as some special exPert systems, the systematic studies of EIA expert system areabsent. Based on the review of EIA and the environmental expert system, thesimcture, components and procedure of EIA expert system was set up in the thesis.Employing the produce-rule technique to develop the EIA Anowledge base. Thisknowledge, including the knOwledge of EIA procedure, EIA methods, models,environmenial standards, environmenial policy, etc., must be screened. Wth respectto the uncertainty of environmental factors, the plausible reasoning technique and a hierarchy-reasoning model are presented to treat some simple knowledge and intricate knowledge respectively. Following the advanced development of ES, the inference engine was designed independently with the knowledge base (KBS) to enhance expandable character of EIA expert system. As an application, an EIA expert system for identifying the assessment class for aquatic environmental impact assessment and an inquiring system of environmental information were successfully developed.
