| The law of Environmental Impact Assessment (EIA) was taken effect in September 1,2003.The law established the juristic station of SEA, and it become more urgent to research Tourist Program Strategic Environmental Assessment (TPSEA) . The dissertation summarized the tourist research and the research of SEA, pointed out the significance of TPSEA. At present, TPSEA is scarcely reported in China, and is short of systematic theories and methods. The dissertation constructed the basic theories and methods systems of TPSEA, and these theories and methods were used in the case study of Jinpingshan TPSEA.The dissertation pointed out the basic theories of TPSEA includes four important sections:(1)The theory of sustainable development. Being an important method to implement sustainable development strategy, TPSEA measures the strategic sustainability from environmental aspect, puts forward mitigate, remedial and substitute proposals from sustainable developmental point of view, and provides environmental warranties for the final policy-making and implementation. So the theory is the most important basic theory of TPSEA;(2) The theory of Ecology. The development of ecological tourism is the inevitable choice for the sustainable development of tourism. Breaking out the ecological principles will lead to the environmental ecological destroy, tourism will come to doom. So the ecological theory should be used as guidance in TPSEA;(3)The theory of environment economy. The implementation of Sustainable Tourism must base on the Environmental Economy theory of internalization of external factor.(4)The theory of environmental system engineering. The subjects and contents of TPSEA are complicated. So the decompose and harmonize theory of big system, the theory of fuzzy mathematic and AHP should also be used as guidance of TPSEA.With regard to the methods of TPSEA, the dissertation set forth four principles on how to carry out TPSEA, then discussed several practical methods of TPSEA. Such as fuzzy comprehensive assessment applied for strategic judgement ,AHP applied for determining index weight ,matrix method applied for environmental impact identification ; Senario analysis and tourist environmental capacity analysis applied for environmental impact assessment.Jinpingshan situated in the south of Zhangqiu city in Shandong province,the area of Jinpingshan tourist planning is 25km2.There are plenty tourist resources in the area.Based on the procedure of the foregoing method system, the author accomplished the TPSEA of Jin Pingshan in Zhangqiu City . First the conclusion of strategic judgement is that the controlling measure to more suitable and suitable tourism are maximal, correspondingly its controlling measure to less suitable and unsuitable are zero, so the planning strategic should be adopted. Used matrix method, the environmental impact of Jin Pingshan tourist planning were identified. The serious problems include picnic, rubbish disposal improperly, the soil degradation because of muffles and tourist activities. What's more, many artificial buildings are planned to be built, the environmental impact of construction should not be ignored. Then the dissertation analysed Jin Pingshan tourist environmental capacity, which include resource environmental capacity, ecology environmental capacity, psychological environmental capacity and economy environmental capacity. Finally the dissertation pointed out the reasonable environmental capacity of Jin Pingshan is 2,057 visitors per day (514,000 visitors /a). According to the prediction of Jin Pingshan tourist planning, the number of visitor will be 390,000> 780,000, 1,000,000 persons in 2005, 2010, 2015 correspondingly. Environmental impacts are assessed by judging the overload of tourist environmental capability, the conclusion is that the environmental impact of tourist activities is serious especially during tourist rush hours. During usual period, although overload is not so serious, with time passing, the number of visitors will beyond environmental resource capacity.
