Firstly, the conception of Environmental Protection Industry (EPI) was expressed by being divided into two parts according to its dealing property: one is "final product" with public property; the other is "semi-finished product " with private property. On the other hand, we deeply analyzed its properties from four aspects (producting procedure, product, consumption and trading), and discussed the growth theory in the points of impetus, sustainable development and lifecycle. At the same time, we reviewed the developing history, present situation, characters of EPI in forein coumtries, China and HeBei province. The results indicate that the development trend of EPI in China is marketization.Secondly, we probed into the meanings of EPI marktization. Based on the phenomena of its"market failures", taking into account with the inevitability of its marketizing trend, we proposed the problem of paradox about EPI marktization by contradictorily analyzing. Also we had studied the conception, character and the elementary behavior of the paradox. To make a comprehensive view, we can reach the conclusion that the all-important precondition of EPI marketization is to discover the right methods to solve the paradox. If we can do this, we can push the final product and pull the semi-finished product to marketization.Thirdly, this article has studied two measures named Pigou measure and Coase measure to solve the paradox in terms of economics. The Pigou measure emphasizes particularly on governmental intervention to solve the "market failure" of EPI. The Coase measure emphasizes particularly on market mechanism to solve its positive externalities and "market failure". On the base of this, we analyzed the market mechanism, price strategy and the feasibility of marketization, and draw the conclusion that it is feasible to develop EPI to marketization in China.Fourthly, facing with the obstacle of EPI marketization in China; we put forward two different approaches about EPI marketization. One is that public and government promote EPI tomarketization for semi-finished product together; the other is that government hastens themarketization for final product by force. Furthermore, by analyzing all kinds of factors tampering with the marketization in China, we set up four supporting systems including technology, policy, law and society. Then, we studied its developing stratagy from three levels (macro, middle and micro) to drive EPI to marketization.Fifthly, by analyzing the defects of policy in China, we founded the management, tech, economic, structure, and layout policy systems, also we intensivly studied five essential policies. At last, by discussing the developmental problem of EPI in HeBei province, we put forward some countermeasures to push EPI to marketization. Such as how to transform manage mental mechanism, how to build new model of marketable economics, how to pull the demand and how to push the supplement of EPI.
