Systemic Research On Environment Protection Of Resources Exploitation Project

At present, we have been confronting very serious ecology environment problems. Ecology environment of some regions becomes worse and worse, and we can't contain it effectively, the destroyed area becomes larger and larger and the situation becomes more and more serious. The ecological problems aroused by resources exploitation projects are more and more conspicuous, and the appropriate measures of environment protection are real weak. Because of lack of the appropriate environment management to resources exploitation projects, it brings to the reality of being destroyed ecological environment in China. To discuss these problems, environment system engineering theory, and experiences during the process of the exploitation and management have been used in this dissertation. Systematically research problems in this dissertation are as follow. (l)Serious ecological disaster aroused by irrational development in water resources, hydroelectric resources, agricultural resources, forestry resources, animal husbandry resources, traffic resources, mining resources, tourism resources, and so on; (2)The problems existed in the environment impact assessment to the resources exploitation projects, "San Tong Shi" in environment protection, and environment management.Resources exploitation project is not generally thought green energy project, no smoking factory, and ecological environment construction. Improper resources exploitation project can greatly influence the integrality of ecosystem and sustaining development, and can destroy the natural cycle and the self-equilibrium of global ecological system, and lead to suffer heavy ecological environment losses and great environment crisis. It can worsen the relation between human beings and the nature, and threaten the survival and development of human beings.Environment impact assessment(EIA) of resources exploitation project should launch on considering macroscopical aspect, pertaining to a region, river valley, ecology integrity, sustain of development. Ecological environment protection theory ought to be carried out, and pay great attention to protecting water-region and wildlife. The environment protection measures in construction should be proofed. The participation intensity of community need to emphasis. The sense of responsibility, urgency and mission on the persons or institutes of EIA should be advanced.We should optimize the design and the construction according to the developmentidea of environment precedence. The use of new technology and method must be strengthened. During the period of construction, environmental engineer supervision is implemented. To take rectifying and reforming measures, environmental accept after complement and supervise and urge the construction unit ought to be considered.We should carry forward to build an integrated policy-making mechanism on environment and development. Environment protection consciousness of construction unit of resources exploitation project must be advanced. Pilot work on the environmental supervision is awaited to do.
