In recent years, with the rapid economic development and the continuous improvement of peoples' living level, China is becomimg the focus of international community as a huge growing market. To decrease the supply chain costs and keep more quick respond to market demand and customer requirement, more and more developed multinational companies chosed to build manufacturing center in China, which close to their local customer. However, many factories, whose raw materials, products and processes themselves, have different impacts to the local environment..The traditional project feasibility study generally just focus on market and financial analysis, less attention on environment impact assessment. With the growing awareness of China's environmental protection and the developing of environmental regulations, more and more projects meet environmental predicament. The owners have to bear huge business loss, some are even involved in the legal disputes.The object of this article is one of newly build plant of an international chemicals company. Based on demonstrated methodologies and China environment impact assessement guidelines, descriped in detail the project analysis which include product analysis, process analysis and hazardous analyis to raw materials as well as plot environmental status analysis. Focused on selected key elements to assess the impact to environment, then according to the latest China's environmental protection and safety production regulations, worked out a proposal to the environment risk prevention and the emergency response plan.Finally, a conlusion is made to this environment impact assessment, as well as a perspectives to the future improvement.
