"Rehabilitation of the ecological environment, making our motherland beautiful" is what the central government promoted and it is also the essential demand and the trend of the development of the time. The ecological condition of Zhangjiakou and Chengde in Hebei province, which have special location, is the concern because they have direct impact on the ecological environment of Beijing, the capital city and Tianjin.In the paper, the basic information are described and analysed in the following aspects: society, economy, nature and geology, water and land resources as well as ecological environment construction. Based on the analysis of the geological and topographic condition and other features, the area is dissected into three categories: Bashang area, Hilly area in the North of Hebei, Loess plateau in North-West of Hebei; and the issues on the ecological environment are identified, which are regarded as the entry-point, the effective measures are clarified to strengthen the construction of the ecological environment in the area.In the process of doing the feasibility study of rehabilitating the ecological environment in the upper-stream of Beijing and Tianjing, the most innovative domestic and international study results on ecological environment protection are looked through and some are used after being analyzed. The finding of " the time is mature for the further strengthen the ecological construction of the Zhangjiakou and Chengde district" is obtained after the assess of the real situation and its advantages.The key part of the paper is to respond and take measures to rehabilitate the ecological environment. The responses and measures are integrated planned; the proposing and implementing the project in separate categories is comply with the real situation and practical: the rehabilitation models are selected according to the local conditions of the different categories; The integrated technologies have more obvious impact on the rehabilitation result, the enhanced enforcement of the law is essential to prevent against the new damage to the environment; Self-rehabilitation of the natureis an efficient measure for ecological environment construction.The thesis puts forward some suggestions on solving the issues of lacking water resources a nd e nsuring t he s ustainable u se o f r egional w ater r esources. T he first i s establishing anti-pollution society, controlling the sewage drainage and recycling strictly. The second is establishing water saving society and replicating new technologies in the fields of industry, agriculture and daily lives, and constituting efficient management operational mechanism of water-saving. The third is efficiently managing the water resources and realizing the optimizing allocation of resources and scientific arrangement to improve the use efficiency.Meanwhile, the thesis brings forward many reasonable and operable measures on all-round improving regional ecological environment, how to improve the policy and regulation systems, ensuring fund input, setting up long ecological compensation mechanism, and doing well on the science and technology support.The construction objectives in Zhangjiakou and Chengde cities are: the forest coverage rate reaches 40%, the desertification land is improved generally, and the weather of strong wind and sandstorm reduced, and keep the increasing tendency of desertification land within limits as a whole and make the ecological environment around Beijing improved a lot after the technologies and measures mentioned by the project being adopted. At the same time, improving the water quality of Guanting reservoir from V level to II level, the water resource capacity flowing into the dam reaches 0.3 billions cubic meters in common years. The water quality of Miyun reservoir is retained at II level and the water resource capacity flowing into the dam reaches 0.6 billion cubic meters in ordinary years to guarantee the water resource supply for the sustainable development of Beijing and the upper reach areas.
