Study On Partnership Model For Environment Management: SND As The Example

China is now facing the quick economic development, which has brought the heavy pressure to environment. Environment problem is one of the most challenging problems China will have to be confronted in the future. But there are many deficiencies in the existing environment management models. How to modify the environment management model and improve management level has been the key problem to be resolved.The thesis starts with the introduction of the essence of environment problems and the concepts, features, functions and types of environment management on the basis of the summary of national and international relative theories and practices. Then, it makes a detailed study on participative management and PPP management model in the new PR angle. It discourses on the new relationship among government, enterprises and publics.The thesis analyses the status quo of the development zones and the models and features of administration management. It also discusses the three models for management committee of development zones and finds out the existing problems. The author summarizes the main content and features of the traditional commanding environment management model, carries out the administrative cost analysis and then points out its deficiencies.Based on the theory study and status quo investigation, the thesis puts forward the partnership environment management model, promotes the partnership relationship among government, enterprises and publics and puts this model into Suzhou New District practice. This model practice is expounded in the following four aspects, ie, the pluralization of government and enterprises' environment protection investment, the pluralization of government and publics' environment management supervision, the construction of green industry chain between enterprises and the forming of green consuming market between enterprises and publics. It also brings forward the suggestions on how to guarantee the effective carrying out of partnership environment management model.
