With the energy crisis coming, and the environment being destroyed day by day, regional sustainable development has become the important and hot problem in current international and civil research. But in these researches, we could not find a method or a theory that could be adopted by researchers, general public and government. So this paper applied the ecological footprint theory which was popular in internet to study the regional sustainable situation from the point of view as the using of natural resource, the consumption of energy and the emission of castoff.Region is the basic unit of nation and global, so the nation and global sustainable development lies on the regional sustainable development. This paper took Zhejiang Province which had developed economic and nice environment for example, we calculated the ecological footprint of the llcities in Zhejiang Province in 2002, and also studied and analyzed the development of ecological footprint of Zhejiang Province from 1990 to 2005.This paper was divided into five chapters: the first chapter introduced the content of regional sustainable development. Include the concept, characteristic and analytical methods of regional sustainable development, and then endued the theory of ecological footprint which be simply introduced as the status in quo of ecological footprint home and abroad and the levels. The second chapter was about the methodology of ecological footprint. Mainly introduced the indicators, concepts and calculating methods, and itemized the process of calculating. The third chapter was the demonstration research of ecological footprint, taking Zhejiang Province for example. And the fourth chapter discussed the shortage of the ecological footprint theory, put forward some countermeasures, cited some important indicators and reapplied in the study of Zhejiang Province. The fifth chapter was the conclusion and view.As the research of this paper, we could educe some conclusions as follow:(1) In the 11 cities of Zhejiang Province in 2002, the highest ecological footprint (ef) was in Ningbo City, which reached 2.6076 hm~2/per, the lowest ef was inZhoushan City which was only 0.6834 hnr/per, and the per capita ef of Zhejiang Province was 1.5848 hnr/per.(2) Referring to per capita ecological capacity (ec), we could find Lishui City had the highest ec which reached 0.6866 hm2/per, but Zhoushan City was only 0.1968 hm2/per, all other 9 cities' ec was in the range 0.2000-0.4000.(3) All of the 11 cities in Zhejiang Province appeared ecological deficit to some extent, which indicated these cities were in non-sustainable development. Among them, the highest ecological deficit was in Ningbo City which reached to 2.2985 hm2/per, next was in Jiaxing City which was 2.1528 hm2/per, and Lishui City had the lowest ecological deficit—0.08099 hnr/per.(4) Between 1990 and 2005, in the 16 years, the bio-ef went up each year except 1998, and especially increased rapidly after 2000, but as a whole the bio-ef increased slowly.(5) From 1990 to 2005, the energer-ef of Zhejiang Province was in climbing direction, and increased rather rapidly after 2000. In 2005, the energy-ef was 1990's 6 times.(6) The per capita ecological footprint of Zhejiang Province between 1990 and 2005 increased year by year, and the part of energy-ef was more and more, so energy problem would be the bottle-neck in the Zhejiang Province' s future development. This paper had some innovations as follow: it first calculated the ecological footprint of 11 cities in Zhejiang Province, calculated the ecological footprint of Zhejiang Province from 1990 to 2005 in time serial, cited some new concepts as the indicator of ecological footprint pressure, ten-thousand-ef, the ratio of fossil in overall-ef, the land of castoff and put forward a suggestion that established a new sustainable development appraise system which was as the core of the indicator of ecological footprint.
