Supervision for major hazard is an essential means to promote safety production at enterprises, prevent great industrial accidents and ensure urban public safety. In this dissertation, according to the existing idea of supervision for major hazard in China, supervision mode for urban major hazard consisting of industrial monitor, governmental supervision and cross management is put forward by using census, reorganization, classification and other theories.With the requirement of census, reorganization, classification, etc., the technology of those for major hazard is studied and discussed herein. Accordingly, index system of census for major hazard is set up; tables of threshold quantity are generalized; and thought to choose classification method is brought forward.Supervision mode for major hazard being a frame, computer video program and development of software engineering are used. Accordingly, supervision information system for urban major hazard, with good interface, various functions and easy processing method, is designed and developed with popular Delphi 6.0 of powerful development function and management system of data base Access 2003.Taking Nanjing as an example, census, reorganization, classification for major hazard here is carried out with the supervision information system for urban major hazard. Consequently, it is found that there are 952 major hazards and 34 major hazards (grade one) with radius at and over 200 meters in Nanjing. What is more, the system was made use of in emergency rescue activity of phosphorus leakage and emergency rescue drilling for great leaking accident of chlorine. Thus, its development thought and applied value in reality show that the research result can be applied to supervision for major hazard at supervision and management departments of safety production in other cities in China.Finally, research principles and contents of reasonable distribution for urban major hazard are explored and discussed.
