Study On Regional Environment Influence Assessment With Circular Economy Principle

At present, our country has already entered a new period when we will focus on overall constructing well-to-do society and speeding development of the socialism modernization. In this period, we should accelerate the development of economy. However, the local resources of our country has not suffered the development of traditional industry civilization continuously any more, and the status of entironment in our country has not suffered the current mode of production with high pollution, high consumption and low efficiency any more, either. As a result, the economy growth method have to be changed and then the circular economy becomes the inevitable choice. On the present stage, the main purpose of developing circular economy in our country is to solve the contradiction between economy development and resource-environ--ment. As a technique,the core function of environment influence assessment(EIA) is its leading function, which purpose is to guide people's behavior, promote economy structure's excellent turn and the everlasting exploitation of resources. During the course of regional environment influence assessment(REIA), it can play the role in the development of regional circular economy and carry out the regional sustainable development unless it brings the circular economy into its own assessment system and make it become a hardcore. Therefore, regional environment assessment with circular economy theory has become an urgent problem to solve in realization of district sustainable development and received more and more attentions from academia and government gradually.This paper first researched the basic theories and present condition about circular economy and REIA, and analyzed the body of circular economy principle in our country's current environment assessment system and the shortages. On this foundation ,it put forward how to apply the circular economy theories in REIA. This paper emphasized the content constitution of the particular chapter—regional circular economy analysis and evaluation. In this chapter a set of general regional circular economy assessment index system was built up. By contrasting and analyzing various evaluation methods, entropy-supporting intangibly synthetically assessment method was put forward to evaluate the regional circular economy, and then the analysis methods about circular economy evaluation result were also researched. In the end, this essay studied the work procedure of REIA which pierced through circular economy principle, and combined the content of other chapters. We got a set of more complete theory system of REIA with circular economy finally.
