Along with the social and economic development, the problems of water environment became more and more complicated which the traditional water environment management technologies could not be robust enough to cope with them. A new type of water environment management that based on Pollution Amount Control technology was be built. This combined with the current development of the national, and the technology implemented in Lao River basin as demonstration project by using for reference the management experience of the TMDL program in this aspect. Qing River was selected as the target of investigation to evaluate the new water environment management technology for the promotion of regional economic development and industrial layout optimization effect. The causal relationship of water environmental management technical implementation and regional economic growth should be clarified by constructing target tree. And then the structure of the logical framework matrix based on the analysis should be built up. The vertically logical relations of input, output, effect and target should be analyzed from effects to cause process. At the same time, the rationality of effects to causes should be verified in the process of level logical analysis. The TOPSIS analysis method was used for evaluation by selecting related indicators evaluation system of region economy development and industry optimize layout. The realization degree of ultimate goal was be evaluated form the economic population scale, investment situation of the key element of economic development, social living standards, industrial structure, pollutant emission and resource use efficiency six aspects. The promotion of regional economic development for adopting water resources management was be evaluated and the cause-effect relationship ultimate validation was be accomplished at the same time. |
