With the fast development of coastland's economy and the expedited exploiture of ocean resources, the pollution status of coastal area is aggravating and environmental quality is declining. The important factors of influencing environment of coastal waters are aquaculture and alongshore wastewater discharges. The key question of pollution control in coastal area is executing the pollutant total amount control which is based on the research of the sea water environmental capacity.In this paper, Laoshan sea area was taken as an example. At first, based on the pollution source investigation and water quality monitoring, the tidal modle and the mass transport model of Laoshan sea area were built, and then the response coefficient and share ratio of pollution sources were computed, at last, the environmental capacity of laoshan sea area in 2010 is calculated considering the seawater quality planning.The result shows that, the environmental capacity of COD, inorganic nitrogen, active phosphate and mineral oil are respectively 56151.91t/a, 6450.61t/a, 175.15t/a, and1148.81t/a, which all have residual capacities compared with the predicted pollution loads in 2010. But there will be no residual capacity in outfall of Xiaowanghe wastewater treatment plants, whose decreasing rates of inorganic nitrogen will be over 70%. Aquaculture environmental capacity of Laoshan sea area is also discussed in this paper, and it is embodied in allowed culture area. It will provide reference for arranging culture areas rationally and determining culture density.According to the result of environmental capacity and planning objective of integrated pollution control and treatment in Laoshan sea area, the preventive treatments for pollution in Laoshan sea area are introduced. It includes controlling land pollution sources, strictly managing fishing vessels and ports, extending ecological marine aquaculture, and strengthening the management of coastal engineerings.The research of environmental capacity can provide scientific base for the total mass control of laoshan sea area. What's more, it has important significance for strengthening marine environmental management, protecting marine ecological environment and rational utilization of water environmental capacity.
