Only after the baseline which is the premise is determined, the total amount of greenhouse gas emissions of China's shipping could be comprehensively understood, as well as the measures and the targets of shipping's greenhouse gas emission abatement could be made, thereby the more interests in international negotiations on shipping's greenhouse gas emissions abatement can be obtained for the China shipping development. However, the relevant work was just begun.First of all, the background of "Kyoto Protocol" and its development was reviwed, as well as the direction and the development of marine sector to abate greenhouse gas emissions, and the progress of China's macro-greenhouse gas emission abatement policies and objectives were also analysised. Further more according to statistics,the greenhouse gas emissions baseline model was established and forecasted. The theme discusses the defect of IMO indexing in the practical application, and put forward suggestions.
