A Study Of Mechanism Of Safety Production Of Small Coal Mines

Nowadays, many countries in the world have increasing demand to the energy resource. The rapid growth of economics in China leads to the high increased demand to energy resource. As a result, the price of energy resource is getting high and the development of the resource industry is promoted. In 2004, raw coal accounts to 75.6% in the primary energy production structure. It shows Coal has played a very important role in the whole demand of energy resource. In addition, the low efficiency of resource increases the demand of energy resource. Therefore, many small coal mines appear in the every province which produces coal.Small coal mines effectively reduce the pressure of coal industry that supply can not meet demand in our country. According to the statistics of coal production capacity in whole country, small coal mines is 95.5% in number, 45. 6% in capacity and 32% in production in the working-well coal mines in the end of 2006; small coal mines is 82.9% in number, 31.9% in capacity in the on-building coal mines. However, the accidents of safety production frequently occur in the small coal mines, which have gain more concern in society. Although the government has formulated many measures, such as the establishment of safety supervision bureau, on-the-cite meetings, increasing inspection and so on, the effect is not satisfied.Based on the research on the interest mechanism of safety production in small coal mines, this paper analyzes the performance of stakeholders of small coal mines whose aim is to obtain the greatest advantages. Such reasons for accidents of safety production in small coal mines as short-term-interest decisions of owners of mines, power rent behaviors of government official and so on are identifies.Possible solutions are also proposed in this paper. For example, the tendency that the owners of small coal mines more care about the short-term interest might be adjusted, the difficulty to enter coal industry could be increased, index of evaluation system on GDP could be changed, power rent behavior of government official could be reduced, and the compensation for the accidents of safety production in small coal mines could be increased, etc. it is expected that the research about mechanism of safety production in small coal mines in this paper will contribute to the development of coal industry in our country.
