The Gulf Oil Spill Accident Loss Measurement Research

Since the20th century with the economic and social development, theworld economic and trade exchanges increasingly, offshore oil in the rapiddevelopment state freight volume, high frequency port trade and transport ofoil will inevitably cause oil spill accident rate what is higher and higher. In2010, the gulf of Mexico leaked about40000barrels of crude oil. Oil leakageof Bohai bay polluted840square kilometers in2011. Such accident causedserious influence not only direct economic losses of enterprise, the state,society, but also the serious threats of marine resources and naturalenvironment, and the influence of residents of the gulf region surroundinglife, factories, fishery, the tourism industry.In this thesis the gulf oil spill accident happened measure the loss, theaccident of rating, afterwards compensation is of certain reference function,and it will be cause of social to this kind of the accident warning, decrease andprevent the occurrence of more losses. Our country has no system evaluationmethod in the oil spill damage assessment, leading to not properly evaluateand reasonable compensation. In this thesis, the content and conclusions include:(1) The accident loss measurement and the gulf oil spill and relatedtheory, analyses the loss of accident of existing shortcomings.(2) To the gulfoil spill, losses are divided into five categories: man’s loss, enterprise’s losses,social loss, ecological environment loss and other losses, then for every typeof loss structure the construction of measurement model, and assess the totalaccident loss roundly.(3) Analyze the influential factors of the gulf oil spillaccident loss measurement, and construct a relatively clear gulf oil spillaccident loss measurement process.(4) Select the real case to be measured toestimate the losses caused by the accident.
