With the rapid economic development and population growth, every domestic city's water resources is in shortage gradually. Under the circumstances of over-exploitation of groundwater resources, the high cost of trans-regional water diversion and the development of new water resources is a very difficult issue. The next main step of the exploration of water resources is to focus on municipal sewage with the character of its large capacity, centralizing, and the steady water quality, after the secondary treatment and advanced treatment, it can be used as industrial, agricultural or municipal water sources. The reuse of municipal sewage can partly replace the municipal water supply, acting as the city's "second water resource."In this paper, on the basis of the research and summarize of the development of the urban sewage reuse and the project risk management in domestic cities and abroad. Focusing on the present problems that we have on the project of municipal sewage reuse, this paper puts forward that the nowadays research of the risk of the project is mostly concentrated in the safety aspect, but neglect the characters which are distinct from the general project, which is not conducive to the development of municipal sewage reuse project. It is necessary to study its entire process risk systematically, and establish proper measures to answer the risk promptly and take active control of the losses which are arising from the risk of municipal sewage reuse project.In this paper we take the risk of municipal sewage reuse project as the main research object, using the theory of project risk identification, combining with the character of the project, make systematic analysis of the municipal sewage reuse project during the decision-making, pre-constructing, constructing and the exerting & operating period, according to which, putting forward varies strategies such as risk obviation, risk reduction, risk decentralization, risk transferability to perform risk countermeasure. In the end, we take the sewage reuse risk management project in Shijiazhuang High & New Technology Industrial Development Zone as an example, from which, can demonstrated the feasibility and necessity of the former research and hope this paper will be helpful to the risk management of the municipal sewage reuse project.
