Venous industry is based on the premise of protecting the environment Security, for the purpose of conserving resources and protecting the environment, applying advanced technology to converse the waste that come from production and consumption process into re-used resources and products, to achieve various types of Waste'reuse and recycling. The development of Venous industry has great strategic significance to solve the resources'shortage and environmental pollution than faced in socio-economic development.This paper study on the process of renewable solid waste recycling, reuse and recycling in large and medium-sized urban. Made a "reverse - commissioned - Social" composite model and Preliminary study its' estimation method on environmental and resource benefits. And Xi'an, as an example, designed the concept,goals and construction of xi'an's Venous industry,analysed the Material flow in xi'an city's renewable resources base,estimated the resources and environmental benefits. The main study results are as follows:(1) Made a "reverse - commissioned - Social" composite model. The operated target of urban's venous industry is renewable solid waste. This paper divided operated target into two parts,mandatory targets for renewable solid waste and non- mandatory targets for renewable solid waste. There are five main business in urban's venous industry: the production enterprises,commissioned by recycling companies, waste disposal companies, professional renewable resources recovery business and professional enterprises. Analysised the combination between the operated target and the business, we got three kinds of Material flow model, That is, manufacturers recovery mode, recovery of principal-agent model and the social network recovery mode. Coupled the three models and constructed a "reverse -commissioned - Social"composite model.(2)The "reverse - commissioned - Social" composite model covered all the material There are three kinds of Material flows and cover all operated target;There are three ways to develop "reverse - commissioned - Social" composite model: to strengthen government to manage urban venous industry,to develop of appropriate incentives to support large enterprises which operate renewable sources of solid waste, make a industrial chain between large enterprises and commodity producers. The main constructions include renewable resources recycling network system and urban renewable resources base.(3) Preliminary study a estimation method on environmental and resource benefits of urban Venous industry. The resources benefits is mainly reflected in process of renewable resources replaced the natural resources, use the resources'price law to estimate. The environmental benefits mainly come from urban solid waste reduction and avoid the natural resources development.(4)And Xi'an, as an example, designed the concept,goals and construction of xi'an's Venous industry. According to "reverse - commissioned - Social" composite model to design xi'an's Venous industry, development goals, including recycling system of renewable resources, recycling and utilization of resources, environmental protection, such as 4, a total of 23 major categories of indicators. The construction includes renewable resources recycling network system and xi'an city's renewable resources base.(5)Analysed the the Material flow in xi'an city's renewable resources base. The capacity of the base to deal with renewable resources each year is: 100,000tons of waste paper,3000 end-of life vehicles, 40,000 tons of waste household electric appliances, 40,000 tons of waste plastics, waste rubber 8,000 tons, 200,000 tons of scrap metal. After estimation,there will be 80,000 tons of pulp, 184,620 tons of steel, 9,760 tons of copper tablets, 1.7875 million tons of aluminum, 32,000 tons of plastic granules, 7325 tons of rubber powder.(6)Estimated the environmental and resources benefits of xi'an city's renewable resources base,the estimated results show that:there are 1,572,440,000 yuan resources benefits and 120,299,000yuan environmental benefits each year in xi'an city's renewable resources base.
